Educational equity has long been an important issue to which the U.S. government, academia, and the public have paid great attention in past decades. The federal government and state governments have successively promulgated policies to reduce the equity gap between well-represented and underrepresented students. As such, the Promise Program (a representative of free college policy) has become a popular tool to address the educational equity issue. There is a major limitation in this field of literature with limited studies conducted on the factors influencing graduate school enrollment for STEM and business fields after the 2008 Great Recession. During the Great Recession of 2008, approximately 2.8 million students decided to go back to school and pursue a master’s degree. Since then, the cost of a four-year college degree increased by 25 percent and student debt increased by 107 percent (NCES, 2019). This study examines national colleges and universities that have de-emphasized or eliminated standardized test scores and have implemented test-optional policies for undergraduate admissions. The phrase “standardized test(s)” in this study refers to the ACT and the SAT examinations. The study investigates the test-optional admissions trend and provides a “pre-post" quantitative analysis of test-optional policy effects on the number of admitted students, applications, acceptance rates, and the enrollment of Pell Grant recipients and underrepresented minority groups. My dissertation covered issues relevant to the impact of international student enrollment on the finances of U.S. public universities and examines the increasing numbers of international students at those institutions between 2003 and 2018. All three studies utilized fixed-effects panel regression technique that is a perfect fit for an examination of questions around student enrollments. I used data from IPEDS, U.S. News and World report, 2009 Barron’s Competitiveness Index U.S. Census, Bureau of Labor Statistics, National Conference of State Legislatures.
