Students who are not college ready enter New Jersey Community Colleges placing in developmental education delaying entry into their degree program and possibly ending their aspiration for college completion. Students not completing a college degree cannot compete for livable wage jobs in America. My qualitative multiple case study contributed to the gap in knowledge about New Jersey partnerships offering comprehensive CEP programs including math and English from the participant perspectives. CEP partnerships engaged students in college coursework at New Jersey high schools in collaboration with New Jersey community colleges. The purpose of this study was to investigate the experiences of Black male teachers in the K-8 teaching profession in Atlantic and Essex counties in New Jersey and their recommendations to increase hiring and retention in the teaching profession. This study implemented a qualitative approach by interviewing 12 participants from Essex and Atlantic Counties in New Jersey who identified as Black male teachers. The over-representation of Hispanics of Special Education programs has been a debate for years now. Over-representation happens when the percentage of minority students in special education programs is greater than in the school population as a whole. This study attempts to evaluate the causes and problems of the over-representation. There are a number of factors that could explain the disproportionality of this issue.
