Illinois’ recent redesign of the principal certification program requires the integration of the Interstate School Leaders Licensure (ISLLC) standards as well as the Southern Regional Education Board Critical Success Factors standards into the coursework and internship, establishing a focus on preparation for instructional leadership. The alignment to secular standards poses a challenge for Catholic institutes of higher education who seek to prepare aspiring Catholic school principals to be instructional, managerial, and faith leaders (Ciriello, 1994). School principals in Illinois face an ethical dilemma when evaluating tenured teachers. Giving an unsatisfactory rating and placing a tenured teacher under a remediation plan opens the door to a time-consuming process filled with legal and financial issues that will strain relationships in the school. However, giving a less than honest rating results in leaving the teacher in the classroom and not making decisions in the best interest of students.

The purpose of this study was to examine the role of the principal in a systems change effort. Utilizing Response to Intervention (RtI) as a means of studying principals as change agents, this researcher examined the principals' ability to implement and sustain a reform effort such as RtI as perceived by the principal, problem solving team, and teachers.
