In the United States today, educational opportunity is not equally distributed. Statistical data show a persistent educational achievement gap that disproportionately affects students of color or with a low socioeconomic status. There have been countless efforts to reform this inequality within the American school system; however, many efforts have ignored underlying issues regarding power structures and may instead be rooted in the biased beliefs of dominant culture. The dissertation examines the words and actions district superintendents used to lead an educational system through a culture shift following the occurrence of a scandalous critical incident. This qualitative study deeply investigated the specific words and actions as offered by the superintendents of two educational systems and members of their respective leadership teams. Those actions were then filtered through two lenses. The first lens was John Kotter's eight steps for change, and the second lens was Thomas Sergiovanni's five sources of authority. This study investigates the bully and the bullied from 1950 to 2010. It begins by presenting a historical background of each decade with the major historical events that defined our culture. Each decade can be characterized by a particular zeitgeist, or spirit of the times. During each decade, popular movies and television programs that provided bullying as entertainment will be examined. This study will explore how popular culture was concurrent with bullying. Altgeld Gardens, a Chicago public housing project, was selected for this study because its unique attributes were designed as a model, self-contained complex located in a geographically and socially, isolated area of Chicago built to house African American war armament workers and their families beginning in the mid-1940’s. Oral testimonies from teachers and community members chronicle significant changes to the local culture and the primary school’s efforts to provide effective instructional services within the cultural context of this community. There is a great deal of linguistic variety in the Spanish that is spoken throughout the world. Differences such as the use of vosotros, voseo, and seseo, are steadily employed in some areas, while other people groups express themselves in a totally different manner. Because such a wide range of linguistic nuances exist, textbook authors are faced with the difficult task of choosing which elements to include and which to exclude from their writings.
