No Excuses Yet No Solutions: The Inherent Anti-Blackness Of The No-Excuses Charter School Model, Tshala A. Pajibo

The No Excuses model of education has routinely been labeled abusive and harmful to students. The No Excuses model has garnered significant pushback from students, families, and stakeholders because of procedures and policies that have caused physical, mental, and bodily harm to young students. While many education stakeholders have examined how No Excuses charters and their policies have harmed Black children, not many have examined why. This paper argues that the No Excuses charter model is completely at odds with Black cultural and educational values. As a participant observer working in a charter school and researching charter schools, I critically examine a particular charter school in New York City. I begin with my educational journey and the challenge of being a participant observer. I transition to focus on a general overview of “No Excuses” charter schools in NYC, looking closely at Uncommon Charter Schools, Achievement First Charter Schools, KIPP NYC, Success Academy Charter Schools and Democracy Prep Charter Schools. This dissertation examines the extent to which corporate players and interests are represented on New York City charter school boards by collecting and analyzing board member data for all approved charters as of January 2013. The affiliations of individuals sitting on charter school and charter management organization boards are identified. The implications of those affiliations as well as their potential to affect school governance are explored within a modern educational landscape in which policy-making favors market-based approaches and provides new entry points for profiteering. In the last thirty years the United States has seen a rise in charter school education and with that an influx of discussion over the best way to successfully educate college and career ready students. Many of these charter schools have their own unique philosophy on education and disciplinary codes to aid in the attainment of their success. School autonomy is at the core of influential educational policies aimed at improving school effectiveness and students' academic performance both in the United States and abroad. Initiatives that promote a transfer of authority from higher levels of the school system to local schools, such as the charter school movement and School-Based Management (SBM), have become increasingly popular in the last two decades.
