Preparing junior administrators to step into the role of school principal is a challenge many urban school districts face. Typically a large school district will leverage an existing pool of experienced assistant principals and vice principals to fill principal positions. At a minimum this ensures the candidates are familiar with internal structures, district culture, policies and procedures, and the community which the school district serves. The achievement gap is a concept that has long been explored in education; students of color, low socioeconomic status, those who speak languages other than English, and students labeled as special education perform lower on student achievement tests and often receive less in terms of funding and resources (Harris & Hopson, 2008). Brown (2010) stated, "As a result, these students, without realizing it, often fall into a predetermined mold designed for school failure and social inequity" (p. 2).

It is common that either schools or school districts are unable to fix the problem or they are unaware about how the beliefs and attitudes about African American students can contribute to their low performance in school. This article, originally published in 1985, is based partly on the author’s experience with the Boston school desegregation case, but goes beyond it. It chronicles some of the events that occurred when a state and a federal court attempted to disengage from active jurisdiction over two Boston public systems: the Boston Public Schools and the Boston Housing Authority. It makes three proposals, which, if enacted, would help to keep the courts out of day-to-day management of municipal operations. The passages provide an overview of the mandate, background, and recommendations, examining how a set of prominent professionals and citizens viewed the problem facing school department governance, including its isolation and the longstanding credibility gap fueled by patronage politics.
