National governments confront different challenges to the goal of creating model citizens, as well as different ambitions in the type of citizen that they wish to create. The United States government faces a tension in determining the role of education in shaping the social order. As a liberal democracy that extols the virtue of individual liberty, the United States should allow educational pluralism to flourish. Paradoxically, however, a nation of immigrants might require an education system that turns students into “proper Americans” who honor the precepts of liberty, equality, and self-government. Social studies, history, and state history courses, in general, have long been broadly considered the least significant of the four core content courses in K – 12 education. State history is required and/or taught inconsistently throughout the 50 states, and in some cases, not at all. Black family engagement is the key to improving the life outcomes of young Black students (Clark, 2015; Mestry & Grobler, 2007). Recently, as a response to a need for better family engagement in K-12 education, new technologies have emerged. As educators, it is important to study the effectiveness of these new communication technologies, as well as how Black families are experiencing opportunities for engagement through them. This edition of the OEP Awards highlights schools in Arkansas based on student growth on the ACT Aspire exams in Mathematics and English Language Arts (ELA). This is a departure from prior awards, which were based on student proficiency.
We choose to focus on student growth for these OEP awards because we think it is a better reflection than proficiency rates of how the school is impacting students. The purpose of this research was to examine educators’ perceptions of high school students’ academic and social growth in a collegiate college program. Collegiate high school programs afford opportunities to minorities and the economically disadvantaged, as well as first-generation college students (Aviles-Reyes, 2007). This research used a qualitative case study framework to collect information about educators’ perceptions of the academic and social integration of students in a collegiate college program. Data were collected in phases—educator focus group interviews and individual interviews—and subsequently coded and reviewed using thematic comparative analysis. Over the past twenty-five years, in the United States, zero-tolerance policies that were initially implemented to deter gun violence and drugs in schools have expanded to include a wide range of discretionary offenses such as disrespect and defiance. As a result, many students have been denied access to educational opportunities, been excluded from their peers, and had their lives irrevocably changed due to systemic sanctioning of exclusionary practices. In this study, I examined representation rates of gifted students from diverse backgrounds in Florida county school districts. Florida state legislation governing gifted student education allows for alternative identification methods to be used for students from underrepresented groups if plans for such identification are approved by the Florida Department of Education; however, this option, informally referred to as “Plan B” after subsection B of the legislation governing gifted services, is not a requirement that districts must follow. Consequently, there are large differences in the ways districts identify underrepresented students for gifted services. State legislation identifies underrepresented populations as students with …

This dissertation research attempts to distinguish China’s model from that of the traditional North-South relationship, with a focus on how China’s philosophy articulates its foreign policy and the nation’s higher education engagement with African countries. It examines the China-Africa higher education partnership in response to China’s discourse on South-South Cooperation (SSC), Africa’s human resource flows, and the benefits and constraints of current China-Africa cooperation. The application of affirmative action policies to university admissions is a topic of ongoing controversy. This article (ex)amines the debate through an interdisciplinary lens, drawing on the fields of history, law, and ethics. The first section provides historical background on affirmative action policies, tracing how they expanded from the employment sector into higher education. Next examined are legal challenges to affirmative action in admissions, with a focus on the pivotal 1978 Bakke case. The ethical implications of affirmative action are next considered, in particular the question of how affirmative action can be applied in a way that supports disenfranchised groups …

Interrogating Discourses Of Global Education: Reconceptualizing Education As A Common Good?, Prachi Srivastava

This contribution analyses UNESCO's framework of education as a common good in the context of the Global South. It argues that dominant conceptions view education in a narrow, instrumentalist perspective. Despite its promise to reorient education as a broader social endeavour towards human wellbeing to lead meaningful lives (Sen, 1999), UNESCO's framework has failed to gain significant traction. I argue this is linked to challenges associated with: education and unemployment; global mobility and learning assessment systems; citizenship education; and the global governance of education policymaking.

Over the past decade, for-profit career colleges have faced significant scrutiny and increased governmental regulation. Even with the skepticism of critics, for-profit enrollments surged and had one of the fastest enrollment growths among higher education sectors. For-profit career colleges are typically known for their predatory marketing practices and exorbitant costs. In April 2019, a survey regarding diversity and school climate was administered by the Office of Equity and Excellence. This survey was adapted from the National Climate Survey developed by the Gay, Lesbian and Straight Education Network (GLSEN). There were a total of 529students that took the survey. Those students that had incomplete surveys (n = 15) or who marked all possible choices for sexual orientation (n = 8), race/ethnicity (n = 2), or reasons for being unsafe (n = 3)were excluded from the data analysis. Boston Public Schools exam schools – Boston Latin School, Boston Latin Academy, and the John D. O’Bryant School of Mathematics and Sciences – are widely considered some of the most elite schools not only in Boston Public Schools, but also in the country at large. They have also been the subject of numerous lawsuits and investigations, alleging racially biased admission standards, racism among faculty and students, and disproportionate enrollment numbers. This Spanish-language chapter, drawn from a larger book intended to advise Mexico's new national leadership on various issues related to migration, focuses on the steadily growing, overlapping populations of US-born and US-school-experienced children in youth now enrolled in Mexican schools.
