The review describes the current provision of early childhood services in Australia and examines relevant policy. Colleagues in the academy seem to have a fascination with conceptual analysis and the term “education.” Debates are held, papers are written, and symposia take place within which definitions are articulated and modulated. Whether the point is to provide narrative, stipulative, or programmatic definitions matters little to the larger point: the quest for the meaning of “education” continues. IF SO, BY WHOM? by Philip Kovacs While there is a loose coalition of individuals and organizations attacking the institution of public schools, there does not appear to be a coordinated defense of public schools. Without a coordinated defense of the institution, public schools will arguably 1) grow increasingly regulated and/or 2) be shut down altogether. ABSTRACT SWIMMING UPSTREAM: A STUDY OF BLACK MALES AND THE ACADEMIC PIPELINE Rhonda D. Wilkins Post secondary participation and graduation rates of Black males are declining rapidly. Black women, however, are realizing substantial growth in both of these areas and account for the majority of the increase in Black student college enrollment. This qualitative case study addresses the decline in Black male participation in higher education by focusing on six Black men who completed college programs and the academic pipeline that brought them to their degree. Stultz This study investigates areas of conflict between students’ cultural identities and the educational environment established and maintained by their faculty and school. It analyzes the usefulness and value of personal creative expression in the classroom and how treatment of cultural identity and performance influences student persistence and success. Exploring The Efficacy Of Pre-Equating A Large Scale Criterion-Referenced Assessment With Respect To Measurement Equivalence, Christopher Stephen Domaleski

This investigation examined the practice of relying on field test item calibrations in advance of the operational administration of a large scale assessment for purposes of equating and scaling. Often termed “pre-equating,” the effectiveness of this method is explored for a statewide, high-stakes assessment in grades three, five, and seven for the content areas of language arts, mathematics, and social studies. Pre-equated scaling was based on item calibrations using the Rasch model from an off-grade field test event in which students tested were one grade higher than the target population. This study investigates how young adults in vocational education perceive risk in regard to their professional futures in East Germany and the United States. It analyzes students’ career aspirations and life plans in both countries and how they cope with uncertainties at the labor market. It further outlines underlying values, beliefs, and attitudes that guide young Americans and East Germans in their planning. How “good” are the schools in Arkansas? Under the federal No Child Left Behind (NCLB) Act of 2001, the current measure of a school’s success in Arkansas and around the country is based on whether its students meet the adequate yearly progress (AYP) benchmark on annual standardized tests. Those schools not making AYP are placed on the list of schools “in need of improvement” and therefore must give expanded educational choice (including school transfers and/or free tutoring) to eligible students. In an effort to improve educational opportunities for all students, Arkansas policymakers have made education reforms in many areas since 2003, such as increasing school funding by nearly 30 percent, consolidating both districts with enrollments below 350 students and inefficient schools, and strengthening accountability measures designed to raise academic achievement. In an effort to navigate the treacherous path between professionalism and social relevancy, this essay takes up an area of professional philosophy - epistemology - with the intention of reclaiming the integrative role John Dewey held for philosophy and classroom practice. Deron Boyles asserts that epistemology can and should represent an area of inquiry that is relevant and useful for philosophy of education, especially as it develops classroom practices that foster inquiry. This thesis studies the junior secondary EPA curriculum and the complex cultural process of teaching and learning of the curriculum. It draws on theoretical frameworks developed in the field of cultural studies and critical pedagogy, particularly works by Michel Foucault, Stuart Hall, Lawrence Grossberg and Paulo Freire. It investigates how the EPA curricular texts attempt to produce the identity characteristic of "rational, sensitive and active citizens" in contemporary Hong Kong through constructing differences that negate the Other. High-Stakes Testing: Can Rapid Assessment Reduce The Pressure?, Stuart S. Yeh

This article presents findings about the implementation of a system for rapidly assessing student progress in math and reading in grades K–12—a system that potentially could reduce pressure on teachers resulting from high-stakes testing and the implementation of the No Child Left Behind Act. Interviews with 49 teachers and administrators in one Texas school district suggest that the assessments allowed teachers to individualize and target instruction; provide more tutoring; reduce drill and practice; and improve student readiness for, and spend more time on, critical thinking activities, resulting in a more balanced curriculum.
