In recent years, some Australian schools and universities have been moving away from traditional modes of teacher education in which pre-service teachers typically undertake their practicums in ‘blocks’ of about four weeks a couple of times a year, to newer models in which they become attached to a school, spending at least two days a week there, undertaking extra-curricular duties and participating in a variety of activities so that they become more like a teacher who actually works in that school than a visitor. For more than three decades educators and policy makers in Australia have been interested in the development of professional standards for teachers. In recent years teacher associations in Australia have been developing their own standards to gain more influence over quality assurance in their profession. This paper aims to provide a broad overview of teaching standards and their use. It begins with an explanation of the idea of teaching standards, pointing out that standards are both statements about what is valued and tools for measurement. Using student examination data linked to longitudinal teacher personnel data we document that a teacher’s students have larger test score gains when she experiences an improvement in the observable characteristics of her colleagues. Using within-school and within-teacher variation, we further show that a teacher’s students have larger test score gains when she has more effective colleagues (based on their own students’ achievement gains from an out-of-sample pre-period). A one standard deviation increase in average teacher peer quality is associated with an increase of 0.02 and 0.04 standard deviations in student test scores in reading and math respectively (about one third …
