Upjohn Institute staff will recalculate the costs of the Challenge Scholars program under various scenarios based on program changes being considered by the Grand Rapids Community Foundation. The cost estimate will be based on program guidelines and proposed scholarship amounts provided by the Grand Rapids Community Foundation, and that it will build upon previous modeling undertaken by the Upjohn Institute.

Multiple steps are necessary for a well-designed Promise-type scholarship program. Through multiple community visits, Upjohn Institute staff members will assess the need and capacity of the Hamilton, Canada community for such a scholarship. Based on those assessments, staff members will present a program design that takes into consideration such parameters as its universality, funding structure, geographic eligibility, academic supports, and management/administration of the program. We will estimate a cost and make funding strategy suggestions.

The purpose of this project was to support the research and writing of a book assessing the value of place-based (“Promise”) scholarship programs. Since the first such program was announced in Kalamazoo in 2005, this model has been replicated to one degree or another in many different settings. Yet there have been only limited efforts to evaluate the impact of existing Promise programs and virtually no comparative work examining different approaches to designing and implementing place-based scholarships. The Rockford (IL) Public Schools are considering the adoption of a place-based scholarship, or “Promise” program. The parameters of the program, such as student eligibility, eligible post-secondary institutions, and time frame, are currently under discussion by stakeholders in Rockford. In this project, Upjohn Institute staff members provided a middle-dollar cost estimate for a variety of scenarios over a 10-year projection period. The Upjohn Institute will oversee a multi-faceted research initiative assessing the impact of place-based scholarships on post-secondary attainment and local economic development. The project involves the development of an integrated database covering post-secondary enrollment and attainment in five Promise communities, a series of working papers based on this data by researchers in five Promise communities using a common analytical framework, and the development of a Web-based clearinghouse of promising practices for Promise communities that includes best-practices information on how to track the impact of Promise programs. The Children’s Museum of Indianapolis and other stakeholders are considering the adoption of a place-based scholarship, or “Promise” program, to be known as The Mid-North Promise Community, for the neighborhood surrounding the museum. Upjohn Institute staff members will be visiting Indianapolis to meet with stakeholders, helping to identify an appropriate program structure in light of critical needs, and estimating the feasibility and cost of such a program over a projected 10-year period. One notable feature of The Mid-North Promise Community is that it will include college scholarship funding for adult workers living in the neighborhood, not just recent high-school graduates.

The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examined the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area faces a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery.
