The authors report on research they originally undertook for AISNSW, exploring how schools in Finland, Singapore, Japan and Ontario use data to inform improvements in student learning. These jurisdictions have regularly outperformed Australia in their results for PISA and other international assessments. The authors address: the types of data schools collect in the different jurisdictions and their explicit improvement agenda; how ‘big education data’ is used by schools; the future of data use, including ‘big data in education’; and exemplars of effective data use in schools. In Australia, the Collegial Snapshot (CSS) process has been a culturally safe, engaging and empowering way for Aboriginal and Torres Strait Islander students and their parents and carers to share their insights and ideas about what makes an effective school. There are intersections that can occur between the respective peak Australian school education policy agendas. These policies include the use of technologies in classrooms to improve teaching and learning as promoted through the Melbourne Declaration on Educational Goals for Young Australians and the Australian Curriculum; and the implementation of professional standards as outlined in the Australian Professional Standard for Principals and the Australian Professional Standards for Teachers. The case studies in this booklet illustrate the creative ways in which Australian schools are responding to local needs by establishing and building partnerships with community organisations and businesses. These partnerships have been formed to share resources, both human and material. They are providing students with access to breakfast clubs, homework and tutoring programs, after-school fitness and sporting activities, and other programs designed to re-engage students. Enacted in 1997, the State Children’s Health Insurance Program (SCHIP) represented the largest expansion of U.S. public health care coverage since the passage of Medicare and Medicaid 32 years earlier. Although the program has recently been reauthorized, there remains a considerable lack of thorough and well-designed evaluations of the program. In this study, we use school attendance as a measure of the program’s impact. Utilizing state-level data and the use of fixed-effects regression techniques, we conclude that SCHIP has had a positive and significant effect on state average daily attendance rates, as measured by both SCHIP participation and eligibility rates. …

This report provides advice on the collection and reporting of information about the performances of Australian schools. The focus is on the collection of nationally comparable data. Two purposes are envisaged: use by education authorities and governments to monitor school performances and, in particular, to identify schools that are performing unusually well or unusually poorly given their circumstances; and use by parents/caregivers and the public to make informed judgements about, and meaningful comparisons of, schools and their offerings. Our advice is based on a review of recent Australian and international research and experience in reporting on the performances of schools. …

This paper takes a large-scale social perspective in describing a national project in Australia that was premised on local school communities working together and contributing ideas for the benefit of their students, and potentially, the whole country. The project was intended to improve schools’ capacity for educating boys, and in the long-term, the learning outcomes of under-performing boys, using evidence-based and action research methods.
