Despite bipartisan support in Washington, DC, which dates back to the mid-1990s, the “what works” approach has yet to gain broad support among policymakers and practitioners. One way to build such support is to increase the usefulness of program impact evaluations for these groups. We describe three ways to make impact evaluations more useful to policy and practice: emphasize learning from all studies over sorting out winners and losers; collect better information on the conditions that shape an intervention's success or failure; and learn about the features of programs and policies that influence their effectiveness. Child care subsidies help low-income families pay for child care while parents work or study. Few studies have examined the effects of child care subsidy use on child development, and no studies have done so controlling for prior cognitive skills. We use rich, longitudinal data from the ECLS-B data set to estimate the relationship between child care subsidy use and school readiness, using value-added regression models as well as parametric and non-parametric models with propensity score matching. This research critically examines the education systems of six nations (Hong Kong, Japan, South Korea, Switzerland, Thailand, and the United States) in order to understand and compare approaches to general and vocational education, with a particular focus on secondary to postsecondary transitions. It follows an interpretative paradigm, emphasizing collaborative qualitative interpretation of data based on both documents and case studies lead by the research team. Results are organized around four themes: (1) system structures, (2) degree of differentiation, (3) commonly held values and beliefs, and (4) postsecondary application/transition processes.

The persistent achievement gaps among children of different race/ethnicity and socioeconomic status in the United States represent an issue that has commanded public, policy, and research attention on and off for about 100 years now, and it is once again in the forefront of policy-making agendas. Debates nevertheless abound on the most promising and cost-effective strategies to address the problem. This review examines the evidence from recent experimental design evaluations on the impact of after-school programming on youth context (i.e., student location, supervision, and safety); participation in activities; and behavioral, social and emotional, and academic outcomes. This review focuses on program models that are of particular interest to policymakers—programs that include academic support services—for two main reasons. First, 21st CCLC grantees are expected to incorporate academic support services into their programming, and it is likely that a large percentage of after-school programs are now funded with 21st CCLC grants.
