Current research indicates that young children are capable of developing mathematical concepts and reasoning much earlier than previously considered. Moderated by Professor Collette Tayler, this symposium on assessing young children's literacy and mathematics understandings is in three parts. Firstly the authors explore the Pattern and Structure Assessment (PASA). PASA is an early mathematical assessment interview which focuses on a range of concepts and processes and is linked with mathematical attainment in the ACER Progressive Achievement Tests in Maths (PATMaths). This report presents an analysis of the test data from the Curriculum Standards Monitoring Test (CSMT) Pilot program, conducted in 2003 - 2004. It has been prepared by the Australian Council for Educational Research (ACER) on behalf of the Department of Education (DoE), with the support of the Curriculum Reform Implementation Project (CRIP). The authors introduce readers to the activities involved in the development of achievement tests, including developing as assessment framework, writing multiple choice and constructed response type items, pretesting, producing test booklets, and handscoring items. A section on questionnaire construction features designing questionnaires, writing questions, coding responses, and linking questionnaire and test score data. The final section covers the development of a test administration manual, selecting test administrators, and contacting sampled schools. 'I think of our school as beige. We tend to be the average of 'like' schools. Can we do better than that?' In order to promote growth in student learning and demonstrate achievement schools require rich assessment tasks that enhance the teaching and learning cycle and provide a valid and reliable measure of growth. This paper examines the five linked sets of assessment tasks that have been developed to progressively measure growth in literacy and numeracy in the first three years of school. Current research concerning learning highlights the importance of metacognitive skills in promoting successful learning for both adults and children (Baird, 1989; Flavell, 1981; Rowe, 1988). Several researchers have identified particular strategies for use in developing metacognitive skills in the classroom (Baird & Mitchell, 1986; Swan & White, 1990). Claims have been made for the computer as a useful tool in this process (for example, in developing problem solving skills) however there is relatively little research evidence to support such claims. This study addresses this shortfall, building on the considerable research in metacognition.
