The purpose of this study was to develop a list of the most relevant external environmental constituencies and responses to those elements that should be used by facility administrators of urban advanced technology centers. A three-round Delphi research method was conducted to garner the perceptions of the panel participants. The President's Advisory Council and the Board of Directors of the National Coalition of Advanced Technology Centers were asked to nominate facility administrators of urban advanced technology centers to serve as expert panel participants. Building A National Vocational Education And Training System, Robin Ryan

This study seeks to establish that policy in vocational education has oscillated between two poles. At one, vocational education is seen largely as an adjunct to economic development and the primary concern of the sector is to meet the needs of industry rather than of students. At the other, vocational education is seen as primarily student centred, encompassing goals of individual self-development and the creation of a more equitable society. In practice both these perspectives are present at any time, and both may be almost equally emphasised in VET policy and rhetoric.

The Population Council’s Frontiers in Reproductive Health Program and Policy Research Division, in collaboration with CARE India, is conducting an operations research study of an intervention designed to improve the lives and prospects of young women in several urban slum areas of Allahabad, Uttar Pradesh. The project aims to take a preexisting reproductive health program for adolescents and test the feasibility and impact of adding four additional components to it: 1) counseling about savings formation and livelihoods, 2) training in vocational skills, 3) assistance in opening savings accounts, and 4) follow-up support. The Department of Education, Science and Training (DEST) and the Australian National Training Authority (ANTA) funded a project in 2001 to analyse and report on industry requirements for ‘employability skills’. This project was jointly managed by the Business Council of Australia and the Australian Chamber of Commerce and Industry and was completed in March 2002. The Population Council in collaboration with CARE India has been conducting an operations research (OR) study to investigate the impact of adding a livelihoods component to the Action for Slum Dwellers' Reproductive Health, Allahabad (ASRHA) Project in Uttar Pradesh run by CARE India. The ASRHA Project selected peer educators from the slums and trained them in providing reproductive health (RH) information, communication skills, and group formation techniques. After the peer educators completed training, they conducted group sessions about livelihoods and savings. RH sessions were held alongside vocational counseling sessions. Agriculture is a one billion dollar industry in the state of California, yet science and agriculture are overlooked in elementary and middle schools. Instead, an emphasis is placed on writing, reading, and math, subjects that are tested at the state level.
