Despite disability advocacy, case law, and legislative attempts to regulate equity in placement, students of color with disabilities are removed from general education settings at higher rates than peers. Ongoing advocacy to extend legal protections and utilize dispute resolution procedures contributed to special education’s reputation for being litigious. This study included a recent review of literature on landmark education cases and litigation using a symbolic organization framework to analyze special education placement procedures, disputes, and decisions. The study was developed to examine the teacher development efforts utilized by leaders of lowperforming schools that had shown promising gains in student achievement. A researchercreated quantitative survey sent to school leaders in one state was utilized to analyze the perceived use and effectiveness of various teacher development efforts in supporting student achievement gains at their schools. Overall, the results showed school leaders focused heavily on teacher development to support their school turnaround efforts and that teacher development was effective in improving student achievement. This paper advocates for a local policy connecting a standards-based district professional learning plan to individual school improvement plans for the purpose of improving targeted instructional behaviors and student learning outcomes. Currently, my district’s school improvement plans follow a general template focused on student subgroup deficits and standardized test scores with little emphasis on professional learning aligned to educator and student outcomes. The purpose of this study is to examine the differences in achievement on the end of course assessment in Geometry and the Grade 11 Literacy exam administered to students in Arkansas during the 2005-2006 and 2006-2007 school years. The three main types of scheduling are the traditional schedule with seven or eight periods; the A/B, or the alternating block; and the 4 x 4, or accelerated block.
