This dissertation examined formats of job-embedded professional development that were experienced by beginning teachers at a high-poverty, high-mobility elementary school in the third year of a School Improvement Grant. A qualitative case study was conducted to examine formats of job-embedded professional development that were most useful to help beginning teachers assimilate into an established school improvement project and support gains in effective teaching practices and student achievement.

The purpose of this study was to describe the transformation of one small, rural school district’s professional development program. The study focused on the actions that school leaders took to replace a traditional, workshop-based program that was deemed ineffective with a new professional development model. The new model was designed to create professional learning communities by taking advantage of and further developing teacher leadership.

Research literature is replete with the importance of collaboration in schools, the lack of its implementation, the centrality of the role of the principal, and the existence of a gap between knowledge and practice--or a "Knowing-Doing Gap." In other words, there is a set of knowledge that principals must know in order to create a collaborative workplace environment for teachers.
