This thesis focuses on analyzing the current policies set in place within the state of Arkansas for student reintegration following a prolonged absence from school due to mental health issues. It is designed to explore what barriers and disconnections there are between mental health care and continued care after discharge of youths from an inpatient mental health facility and re-entry into the classroom. This project sought to examine if and how school-based mental health service accessibility affected long-term student interactions with the criminal justice system. The study is both quantitative and qualitative; it researched existing literature and theories on the subject matter and also sourced over 750 data points published by varying organizations and agencies. By using proxy data including school guidance counselor-to-student ratios, out of school suspension rates, and juvenile court referrals, this research tested whether or not a direct relationship existed between the number of school counselors and both out of school suspensions as well as juvenile court referrals. Creating Effective Mental Health Programs In Rural Middle Schools: A Case Study Of Challenges, Policy And Programming, Katelyn Kempf

Using a case study approach, this study investigated the current status of mental health programs and resources within a specific middle school in Eastern Rural Pennsylvania. Interviews were conducted with a school counselor, principal, teacher, social worker and mental health liaison in order to uncover the perceived strengths and weaknesses of mental health resources at this school, and the perceived barriers to providing mental healthcare. Data analysis revealed that the main barriers included parental involvement, parental follow-through, transportation and funding. Previous research is inconclusive as to whether racial biases are prominent in elementary school children and whether gender influences the children’s perceptions of a bullying situation. Since both bullying and racial discrimination are of increased concern, I investigated how children perceive ambiguous situations that could be considered deliberate bullying or an accident, as a function of the gender, race, and reputation of the potential bully. In recent years, I have had the opportunity to work in a variety of ministry settings. One such setting brought me in contact with a girl who was in a bullying situation. In her case, she related to me action taken in her classroom by her teacher at the urging of her parents. Kalamazoo's Loy Norrix High School was the location of a study in conjunction with the institution's school-wide achievement process to aid at-risk students. Characterized by poor attendance, behavioral problems and/or failing two or more subjects, at-risk students are monitored more closely through school-wide efforts. According to the Michigan Department of Education, the effort to hep struggling students implicates the use of supplemental services before or after school to help students in the core subjects: math, science, social studies, and English. The purpose of this paper is to explore the field of high school guidance counseling as a vocation. The discussion includes information regarding guidance counseling in the United States in general and Arkansas specifically. The personal and educational requirements for guidance counseling are discussed as well as the requirements for establishing an adequate counseling program in a high school.

Counseling procedures and problems are included because counseling is one of the basic responsibilities of the guidance counselor; however, these areas are discussed only generally. A detailed study would constitute a separate paper.
