This MERC research and policy brief explores school dropout prevention by focusing on recent trends and research. It addresses the following questions:

4) What are evidence-based strategies for school dropout prevention?
5) What are federal, state, and division-level policies related to school dropout prevention in the MERC region?

It concludes with a series of key takeaways and recommendations.

This dissertation examines the history of the evolution of United States international education policy from 1900 to 2024, employing document analysis methodology to explore key themes that have shaped its trajectory. The study utilizes Cooper et al.'s (2004) Four-Dimensional View of Policy theory (normative, structural, constituentive, and technical) to analyze the complex interplay between diplomatic objectives, economic considerations, national security concerns, immigration, internationalization of higher education, and international students in the United States. The reintegration process has been a challenging topic in schools, and most schools do not have policies to accommodate students' needs. Therefore, educators should develop policies to achieve a better outcome for reintegration. The aim of this paper is to investigate how the process of reintegration affects school-aged youths with chronic illness and mental health challenges who are experiencing academic difficulties. Suicide is one of the leading causes of death among youth age 10-19, and is an increasing concern in the wake of COVID-19. A leader in the field of school counseling and school counselor education, Dr. Carol Dahir has engaged in policy development at state, national, and international levels. Through her work, she has served as an advocate for the profession and its advancement. Dr. Dahir co-developed the American School Counselor Association (ASCA) National Standards for School Counseling Programs (1997) alongside Dr. Chari Campbell, which became guiding principles for the profession. There is a lack of an established framework or taxonomy in the academic literature to systematically analyze school counseling policies. This study was conducted to fill in this gap. Specifically, the researchers propose an initial taxonomy developed based on review of relevant school counseling policy documents and research. The proposed taxonomy has 21 policy levers grouped under seven policy foci covering school counselors’ initial competence, continuing competence, effective school counseling practices, planning and evaluation of school counseling, distinct school counselor roles, hiring of school counselors, and the continual improvement of school counseling system. Because of the far-reaching legal, monetary, academic, and public relations ramifications of the sex abuse scandal at Pennsylvania State University, campus administrators are reviewing and more strictly enforcing the mandatory reporting requirements of Title IX of the 1972 Education Amendments and the Clery Act related to sexual harassment and sexual violence.
