There is a growing number of inclusive postsecondary education (IPSE) programs and scholarship in higher education. Providing a spectrum of educational opportunities for students with intellectual and developmental disabilities (IDD) in higher education plays a pivotal role in creating inclusive and meaningful access to postsecondary education. Enrollment rates for student with disabilities in higher education continue to rise, particularly in 2-year colleges, but graduation rates have not kept pace due to barriers not addressed by traditional disability supports (Black et al., 2014; NCES, 2019; Smedema et al., 2015). In Saudi Arabia, deaf and hard of hearing (D/HH) individuals rarely gain admission to Saudi universities, even though there is a law (i.e. the Disability Code) passed in 2000 to ensure that people with disabilities have equal access to post-secondary educational opportunities as their non-disabled peers. In the 16 years since the passage of this law, some attempts were made to enroll D/HH students in Saudi universities. Nationally and regionally there are insufficient numbers of qualified special education teachers to meet current demand. Online course delivery has been proposed as one way to reach more students and increase the number of special education teachers. A recent meta-analysis conducted by the U.S. Department of Education (2009) reviewed the research on online learning and reported that on average, students in online learning conditions performed better than those in traditional classes. Utilizing the Cultural Congruity Scale (CCS) and University Environment Scale (UES), this study analyzed the perceptions of 28 students who are ethnically diverse and enrolled in the Culturally Responsive Special Education/ESL Program. The purpose of this study was to determine if a relationship existed between the attitudes of remedial and developmental directors and instructors and student ratings. A population of 230 full-time directors and instructors and 3,269 remedial students were surveyed in the Fall of 1990. The return rate was 95% for the directors and instructors with the student rate dependent upon instructors administering the instruments. Two instruments were developed--one to measure the attitudes of directors and instructors and one for student ratings of instructors.
