The purpose of this study was to investigate the perceptions of students with Individualized Education Programs who attend regional safe schools of their educational experiences. The Individuals with Disabilities Education Act mandates that students with disabilities be provided a free, appropriate, public education in the least restrictive environment; however, the students who participated in this study had been removed from their home public schools. This study employed a qualitative research methodology to investigate the students' perspectives on their experiences at public schools and a regional safe school.

As the population of English Language Learners (ELLs) continues to grow in schools, so does the concern for their lack of academic progress and the possible inequitable representation of this culturally and linguistically diverse population in special education (Artiles, Rueda, Salazar, & Higareda, 2005; Guiberson, 2009; Mac Swan & Rolstad, 2006; Rinaldi & Samson, 2008). It is essential that English language learners (ELLs) are able to effectively receive an education. Recent national data indicates that the achievement gap between English and non-English learners in school is approximately a two grade-level difference (NCES, 2012). The increase of students who are learning English and who have a disability is a challenge for schools in terms of curricula adjustments, to meet the needs of this population. Students with disabilities at the postsecondary level face a number of different barriers to accommodation use. Past research has shown that students with disabilities that use accommodations obtain greater academic achievement and higher graduation rates. Limited research has been conducted to identify barriers to accommodation use, and the research that has been conducted has not sampled a population that was specifically identified as having faced barriers to accommodation use. By interviewing students with disabilities, who had been identified as having faced barriers, this study identified seven themes. Due to a multitude of convergent circumstances, students labeled in the disability category of emotional and behavioral disorders (EBD) experience high rates of academic and behavioral failure. Such failure frequently leads to the students’ dropping out of school, involvement in the judicial system, or a combination of those outcomes. For refugee children with disabilities, international agencies largely provide humanitarian assistance, including education. However, the obstacles associated with refugee existence can impede progress in the movement towards educating children with disabilities in inclusive settings. Perceptions of inclusive education in schools operated by the Jordan field of the United Nations Relief and Works Agency for Palestine Refugees in the Near East were explored through multiple embedded case studies.
