Racial disproportionality in special education has been a problem of practice since Dunn called attention to it in 1968. Research has demonstrated the adverse effects on students including stigma, labeling, reduced access to high-quality educational opportunities, restrictive settings, and lower expectations and educational outcomes. Little research on disproportionality has examined how individual characteristics and societal factors intersect with specific school variables and contexts. Using disability critical race theory as a lens for exploration, this qualitative phenomenological study examined the phenomenon of disproportionality situated within a specific context to uncover how local factors may contribute to the incidence of disproportionality. The physical environment of a classroom can serve to meet the unique needs of students, but the focus on the specific tangible elements of the classroom is limited. There are minimal guidelines that inform teachers as to how to use these elements of the environment in teaching practices. The decision-making process for these situations is often left to inexperienced teachers and is not fully utilized as a resource within the classroom. Special educators face a growing number of legal implications as they strive to meet students’ needs as identified on Individualized Education Plans (IEPs). Once identified as requiring special education services, students have an (IEP) to track their progress on goals and objectives. All IEP meetings require the family’s attendance and feedback as part of the process. The Every Student Succeeds Act (ESSA) noted that parent feedback is required in the IEP document. This study collected information about parents’ perceptions of the IEP process. A myriad of factors are considered in the out-of-district placement process of special needs students, but there is not a standardized process for weighing these. Little is known about how Maine School Administrators weigh each factor to determine the appropriate placement. This interpretive phenomenological study examined the question: What is the hierarchy of priority of the factors used to determine out-of-district placements by Maine special education administrators?

Researchers have identified educator concerns about inadequate paraprofessional training and supervision in PK-12 schools. Studies also show special educators are not adequately prepared to train and supervise the paraprofessionals. Additionally, the voices of special educators and paraprofessionals are narrowly represented in the literature. Therefore, the purpose of this study was to document the most effective methods of training and supervision, as perceived by special educators and paraprofessionals in the case study school district. This multiple-case study examines teachers’ self-efficacy, or perceptions of their effectiveness, when differentiating between typical language acquisition difficulties and possible learning disabilities in English Language Learners (ELLs) who are challenged academically. Five mainstream elementary teachers from a mid-sized urban school district in the northeastern United States participated in the study. Data from individual interviews, meeting observations and artifacts were collected from each of the participants. Meeting observations occurred during each participant’s Integrated Learning Team meetings. During interviews, participants described their experiences working with ELLs who struggled more than typical ELLs and presented an artifact representing experiences teaching such students. A mixed-methods research study was conducted in a small, rural western Maine school department. The intent of this research was to reveal what kind of programming is available to students with autism spectrum disorders (ASD) and how the availability of programming is influenced by the perceptions of educators and leaders in a public school department. In addition, the research addressed how the background and professional development of the employees impacted the availability of programming for students with ASD. Forced survey questions included quality indicators for programming for students with ASD and pre-selected follow-up focus groups questions were used.
