Increasing the independence of individuals with severe disabilities is of increasing concern to schools and federal agencies. Improving quality of life for high needs individuals with disabilities is an objective of transition programs, which allow consumers to adapt from one aspect of life to the next. A study was conducted to investigate the perceived relevance of using a teacher evaluation rubric with performance indicators specific to special education services in place of the standard rubric for teachers used in the State of Arkansas Teacher Excellence Support System (TESS). Through a multi-method approach, the perceptions of special education teachers and administrators regarding implementation of the current model, the significance of perceived differences in pedagogical factors, and potential barriers to effective implementation were identified. This was achieved through survey, interviews, and observations.

There is an unprecedented increase of rare low-incident severe disabilities in today's classroom. Some of them pose classroom management challenges due to concomitantly appearing behavior challenges. Landau Kleffner Syndrome is one such disability. It was cited for the first time in 1957 (Zhang, & Gregory, 2010) and is characterized by a typical language and cognitive growth that retrogresses after three to nine years of age (O'Hare, 2008). Behavioral regression is exhibited by students being physically and verbally aggressive (Ekinci, Isik, & Melek, 2012). This research studies the leadership role in transitioning from a traditional service delivery model to a co-teaching service delivery model for students with disabilities. While there is an abundant amount of information on the service delivery model of co-teaching, sustaining co-teaching programs, and effective co-teaching programs for students with disabilities, the actual studies for the leadership role in transitioning to co-teaching are fewer.
