One of the biggest trends in social science is the study of racial and ethnic diversity measures. Numerous scholarly articles and journals detail how important it is to encourage a racially and ethnically diverse community in higher education. However, the question remains: how do we accurately measure racial and ethnic diversity? Furthermore, how do we present the diversity in terms of statistics for best use? With this project, I answer these questions. I created an R software package, diversityGV, to measure institutional racial and ethnic diversity using the Generalized Variance mathematical approach. The underrepresentation of culturally, linguistically, and economically diverse students is a problem historically researched in gifted and talented programs. This problem largely comes from the way districts identify for giftedness as well as the programming for gifted students. Traditional methods of identification often largely exclude students due to racial or ethnic bias and harsh cut-off scores on tests. This study investigated the current identification procedures of four districts in one state. Not enough members of low-income, rural, and minoritized populations are successfully prepared for and recruited into medical school, exacerbating issues of unequal access to healthcare and limiting access to the profession. While a multitude of factors contribute to this problem, early social exposure to others in a field can act as a key contributor to career interest and a key advantage for entering the profession. Strategies to recruit and hire faculty and staff of color to the Commonwealth of Kentucky’s population levels have continued for 57 years. From Title VI of the Civil Rights Act of 1964 to the Kentucky Plan in 1982 to the Strategic Plan for Kentucky Higher Education from 1982 to 1995, to the Kentucky Council on Postsecondary Education’s 2010-2015 Policy and Framework for Institution Diversity Plan to its current 2016-2021 Diversity, Equity, and Inclusion Policy.
