Beginning with the Aboriginal era through the Spanish, Mexican and United States eras, maps and governmental documents reflect the state of knowledge concerning California (and the Salinas Valley) along with the driving needs and policies that determined how water was used and managed. By examining the maps, it is possible to determine the state of knowledge in Europe (and later in the United States) as it related to the physical and geographical attributes of California prior to colonization and subsequently throughout the Spanish and Mexican periods. The working paper offers a framework and roadmap for development of a robust groundwater-sharing system consistent with California’s Sustainable Groundwater Management Act (SGMA). The proposed system would draw on global experience. Opportunities would be maximized by a suite of robust local governance, allocation, and administrative arrangements. The proposed system would incentivize innovation, stimulate investment, and facilitate low-cost adjustment to changes in groundwater demand.

Data collated from multiple sources from 1771 through 2015 is used to estimate agricultural land use in the Salinas River Watershed and Groundwater Basin. Institutional responsibility for collecting and maintaining data changed with evolving sovereignty over the region and later with state and county organizational changes. As institutional focus evolved, the type and form of data collected also changed. Therefore, the compiled data often used different units of measurements and have various levels of completeness.
