The purpose of this qualitative case study was to understand the preservation of Nevada’s higher education governance entity through the theoretical framework of punctuated equilibrium theory, which may provide useful information to Nevada’s state policymakers as they seek to address the state’s educated workforce needs via postsecondary governance reform. This study sought to explore the Nevada legislative policymaking process, why policy actors responded as they did and the context in which they responded by examining the life cycle of three unique higher education governance reform bills. This study examined how urban communities might grow social capital from the passion and support offered by a college athletics program. Given the increasing emphasis on fiscal responsibility from local governments and public universities, recognizing how college athletics programs influence local community social capital, such as anchor attachments formed by alumni and fans, is an important perspective. With reports alleging a sharp decline in student achievement in the last several years, there has been a call for higher standards in the United States education system. In response, with bipartisan support, politicians overwhelmingly passed the No Child Left Behind (NCLB) Act of 2001. NCLB, the most recent reauthorization of the Elementary and Secondary Education Act (ESEA), mandated increasing the educational performance of all children by focusing on accountability for student achievement, flexibility, higher academic standards, research-based reforms, parental choice, annual testing to measure student progress, analysis of the annual testing data, and sanctions for schools where students did …
