State governance of colleges and universities is an indicator of the state’s relationship with key stakeholders, such as business leaders, elected officials, policy makers, and local residents. Accordingly, a state’s college governance structure shapes two-year public colleges’ institutional priorities and how these vital institutions respond to local workforce needs. Around the country, an important function of two-year colleges is to provide training and skills for regional workforces that align to local business and industry needs. This brief examines the origins of two-year colleges and compares Nevada’s college outcomes with those of similar states through.

When it comes to education, Nevada’s reputation as a low‐performing state in no way reflects a shortage of reforms. The politics of high‐stakes accountability characteristic of federal education policy since the 1980s has resulted in much reform, but “small change” in terms of funding and improved outcomes in the Silver State. This brief examines the history of Nevada education reform and why Nevada must reform its approach to improving schools by turning its attention from unfunded mandates to adequate and equitable investments in education. Policy analysis helps to develop a greater understanding of societal problems and provide possible solutions for elected and non-elected government decision makers. Ultimately, the product of analysis is advice relating to public decisions and informed by social values. In light of the pressures placed on education by policy-makers concerning implementation of educational reform there are surprisingly few studies concerning the changing role of the federal government from a historical perspective. A problem for educators and scholars is that there is little understanding of how the agendas of particular interest groups reflect the intent of federal agencies or lawmakers as education policies take shape during the rulemaking process. Language Of Instruction Policies: Discourse And Power, Katherine Ann Dockweiler

This study identified the control structures and power relationships that exist in four state language of instruction policies using a neo-institutional and postmodern framework. Policies selected include two states with English-only instruction and two states without. Critical discourse analysis was applied in three phases (individual case, within-group, between group) using a Layers of Analysis Framework. Three key findings emerged. First, policy discourse has the potential to positively or negatively impact students. Second, issues of control and power emerge when misalignments exist between the state and society. Introduction: This study looks at the factors that contribute to the adoption of multicultural education policies in the fifty US state legislatures plus the District of Columbia. The demographics of the US are changing significantly. According to Frey (2011), “The 2010 census showed that among infants, almost half—49.8 percent—are minorities, and a quarter of these are Latinos.” Furthermore, it is now projected that by 2023 Whites will become a minority in the student populations nationwide and by 2042 Whites will be a minority within the general US population. This chapter examines the national and local trends in educational policy, focusing in particular on Nevada’s academic achievement, standardized test performance, available school resources, and unmet needs. The discussion begins with the concept of academic achievement and the ways it is measured. After that, we analyze the policies impacting academic achievement, most notably the No Child Left Behind (NCLB) Act. Next, we suggest the strategies to improve academic performance in the Nevada K12 System and make recommendations to increase parental involvement in education and encourage culturally competent policies of bringing together children, families, and schools.
