There has been steady interest in the ideology of equity in schooling practices reflected in the written artifacts of the United States, especially in the last thirty years. However, equality-laden language is often used without definition or critical examination. The assumed meaning of equality terminology is problematic--especially for classroom teachers who are directly held accountable for the practice of equality policy. This inquiry critically evaluates the multiple implications of this common-sense usage of language related to issues of equality, equity, sameness, and even democracy. The changing nature of armed conflict in the 21st century, marked by indiscriminate targeting of civilians, poses severe challenges for the continuation of teaching and learning in war-affected countries. Conflict may affect schooling directly through attacks on students, teachers, and schools, as well as indirectly by affecting individuals' livelihoods, the state's capacity to deliver services, and refugee flows. Further, schools may reflect conflict and violence through oppressive or divisive linguistic policies or curricula, the use of corporal punishment, and sexual violence against students. The primary purpose of this study was to develop a psychometrically sound scale to investigate the perception differences of giftedness between parents of various culturally and linguistically diverse backgrounds. Historically, schools adopt the early definition of giftedness that is presented, too narrowly focusing only on intelligence and achievement tests (Baldwin, 2005). This phenomenon has led to minority students, particularly Black and Hispanic, being significantly underrepresented in gifted programs (Naglieri & Ford, 2003). Environmental factors, such as socio-economic status and parent education levels, significantly impact these marginalized populations. The purpose of this study was to discover the communicative messages within the Wild Horse Inmate Program. This dissertation developed the communicative theory of learning how to teach, a grounded theory based on the communicative messages of the Department of Corrections' officers and Bureau of Land Manager employees who work with inmates in a western state Wild Horse Inmate Program. Partnering with families, school personnel, and community resources is an important step to supporting the child and family, especially when children might suffer from debilitating anxiety concerns. However, little research examines the impact of anxiety on math performance for young children participating in school-based interventions enhanced by family components. For many cognitive diagnostic models, the item-attribute matrix (or Q-matrix) is an essential component which displays the relationship between items and their latent attributes or skills in knowledge and cognitive processes. Measuring the effectiveness of the Response to Intervention (RtI) framework has become a more urgent need in the broader context of educational policy and the high stakes associated with school improvement. In order to meet these needs, the systematic development of a series of RtI rubrics was initiated within the state of Colorado to support districts, schools, and educators with the implementation of the RtI framework. Although the staff of the Colorado Department of Education (CDE) invested significant time and resources into developing the RtI implementation rubrics, they did not conduct an evaluation of the internal validity of the tools. …
