Norfolk, Virginia endures frequent tide- and rain-impacted flooding with king tides and flooding neighborhoods. The heavy rainfall envelops parking lots at the naval airbase, and plans are underway to create barrier sea walls that can be adjusted based on conditions. Given various dire predications for future sea level rise, Old Dominion University has created a “Maritime Consortium” aimed at bringing together interested faculty and students from a range of fields (e.g., oceanography, engineering, education, and other fields). Transformational Leadership Qualities Among Students Within Doctoral Higher Education Leadership Programs is a mixed-method study utilizing program evaluation of course descriptions and transformational leadership fostering activities, interviews with program chairs surrounding transformational leadership fostering activities, and completion of the Multifactor Leadership Questionnaire (MLQ-5x™) survey results from doctoral higher education students and their programs within the Commonwealth of Virginia. This mixed-methods, exploratory case study examines perceptions of the implementation of the U.S. National School Library Standards for Learners, School Librarians, and School Libraries. A survey was first distributed to gain insight into school librarian implementation of the NSLS. Participants included practitioners in the state of Virginia in the United States who had attended professional development training on the National School Library Standards (NSLS). A sample was then interviewed about their implementation. Using the standards implementation levels identified by the California Common Core Implementation Task Force (2019) as a framework, findings indicate that after one year of training and use, …

This study expands on previous research regarding the adequacy of educational funding in order to reach a desired academic outcome. Specifically, this study examines Virginia policies of Standards of Quality and Standards of Accreditation to see if local fiscal effort above the minimum required by Virginia has an association to the desired minimum academic outcome of school accreditation.

The research in this study shows that when using a linear regression analysis or an ANCOVA there is no relationship between effort above Required Local Effort (RLE) and the percentage of students attending an accredited school. However, when looking at the non-linear …

School library advocacy is increasingly important due to decreases in funding and staff. National organizations attempt to engage school librarians in advocacy and have developed resources and tools to assist with this task. However, there is little research examining how practicing school librarians engage in advocacy and how their advocacy efforts impact their library programs. This study explored school librarians’ perceptions of advocacy within the context of their school library setting. Color vision deficiencies affect approximately eight percent of the male population (Birch & Chisholm, 2008; Cole, 2007; Jenny & Kelso, 2007; Neitz & Neitz, 2000), yet the condition is often overlooked in the educational setting despite the pervasiveness of color in the school (Suero et al., 2004). Achievement gaps, the focus of this research, result from unequal achievement and the variance in achievement existing between different segments of the student population, for example, the difference in achievement between minority students and non-minority students. The No Child Left Behind Act of 2001 and AYP (Adequate Yearly Progress) focus on achievement gaps despite contradictory expressions about the efficacy of the act. The No Child Left Behind Act has created discussion and awareness of race, SES (economically advantaged and disadvantaged) and academic achievement.

This language attitude study targets third grade, fifth grade, eighth grade and high school students in the Northampton County, Virginia, Public School System. Two hypotheses were proposed. First, students exhibiting negative attitudes toward their own dialect have a lower performance level in language arts classes than students expressing positive attitudes. Second, factors such as sex, race, grade level, and level of exposure to other dialects are reflected in language attitudes. In order to determine the validity of these hypotheses, school officials were asked to identify five students performing well and five students having difficulty in the language arts. Ten third …

This exploratory case study examines the perceptions of parents, teachers, students and principals on eight factors of school effectiveness. Two low income elementary schools in the City of Norfolk, Virginia served as the research setting for this study. Though both schools consist almost entirely of African American students, and are otherwise similar in demographics, they have achieved at different levels. While one has been recognized as a national model, based on continuous improvement in students' academic achievement, the other has not attained the same level of achievement, based on standardized test scores.

Virginia's Eastern Shore High School Students: Factors That May Impact Their Educational Aspirations, Valdimir Demont Handy

Using 1995 Survey data collected from high school students on Virginia's Eastern Shore, this thesis investigated whether or not self-esteem and perceived parental expectations play a role in the educational aspirations of rural high school students. Results demonstrated that self-esteem and perceived parental expectations are both positively related to students' educational aspirations. Caucasians and females were found to have higher educational aspirations than their counterparts. Results also indicated that the relationship between self-esteem, perceived parental expectations, and students' educational aspirations does not vary significantly across ethnicity or gender in this rural population.
