The purpose of this study was to examine the relationship between intra-district per-pupil expenditures in five middle schools in within the same school division using an equity audit. Broadly, the distribution of resources was examined. Specifically, how intra-district per-pupil expenditures influenced horizontal and vertical equity measures was explored. The questions central to this study were: (a) Does variation exist among schools? (b) What is the per-pupil expenditure by school? (c) When examining per-pupil expenditures, what differences exist? Over the last three decades, state governments have been challenged by financial recessions. With limited resources, it is not surprising that taxpayers demanded greater accountability over state funds, and neoliberalism, a political ideology that prefaces a strong economy and individual marketplace choices, spread. Scholars have argued that performance based funding (PBF) policies for higher education, which ties financial resources to specific metrics of achievement, is a result of that spread. Research on equity in data literacy for teaching has lagged yet is of critical importance to ensuring new teachers are prepared to serve diverse students. Our multiple case study conveyed four elementary teacher candidates’ understandings of this construct and their reaction to instruction in this domain. Data collection included interviews, item analysis, and concept maps. Our participants developed a broader view of data by the end of the course, but often did not recognize inequitable data practices like tracking which conveys a misalignment between beliefs and practices. We explored implications for policy and practice based on our findings.

As a nation, Turkey sees education as an essential component in building its economy to world class levels. Yet school equity and teacher quality issues are preventing Turkey from fully developing its human capital. Authors discuss the concept of education as an investment in human capital, Turkey’s human capital challenges, equity practices which undermine the widespread development of Turkey’s human capital, how improving teacher quality could help remedy the situation, and recommendations to strengthen Turkey’s education as an investment in human capital.
