The purpose of this study is to investigate policy coalitions of the Every Student Succeeds Act (ESSA) at U.S. congressional hearings. This study is grounded in the advocacy coalition framework, which argues that advocacy coalitions are forged by policy actors who have similar policy preferences. To identify the coalitions, according to the policy claims articulated by policy actors, discourse network analysis was performed to examine 30 testimonies in the congressional hearings on ESSA since its passage in 2015. The Impact Of Library Resource Utilization On Undergraduate Students' Academic Performance: A Propensity Score Matching Design, Felly Chiteng Kot, Jennifer Jones

This study uses three cohorts of first-time, full-time undergraduate students (N=8,652) at a large, metropolitan, public research university to examine the impact of student use of three library resources (workstations, study rooms, and research clinics) on academic performance. To deal with self-selection bias and estimate this impact more accurately, we used propensity score matching. Using this unique approach allowed us to construct treatment and control groups with similar background characteristics. We found that using a given library resource was associated with a small, but also meaningful, gain in first-term grade point average, net of other factors.

This investigation examined the practice of relying on field test item calibrations in advance of the operational administration of a large scale assessment for purposes of equating and scaling. Often termed “pre-equating,” the effectiveness of this method is explored for a statewide, high-stakes assessment in grades three, five, and seven for the content areas of language arts, mathematics, and social studies. Pre-equated scaling was based on item calibrations using the Rasch model from an off-grade field test event in which students tested were one grade higher than the target population.
