It is thus the purpose of this study to explore the educational aspirations of a group of high school students whose ethnic background is Chinese with the intention of filling the gap in sociological research that has overlooked the Chinese community. As there are many opposing theories on the subject of aspiration, this case study of Chinese students seeks to clarify some of the theoretical perspectives and their problems. The two main purposes of this study were to document the events leading to the establishment of the nondiscriminatory employment policy for certificated personnel from ethnic minority groups in the Stockton Unified School District and the subsequent practices which have developed since the adoption of the policy in 1947.

For a period of twenty years beginning in 1918 when the writer became Superintendent of the Stockton Playground Department, annual reports of its major activities and accomplishments were made and submitted to the Mayor and later the City Manager for their information. They helped in securing the next budget. Throughout the thirty years of service additional reports of activities and improvements in facilities were kept on file in the office of the department for the information of its officers and a permanent record.

The problem of' the Japanese in California has been prominent since the opening of the twentieth century. Much has been written in an attempt to help solve the problem. Yet the general trends of the writings prior to the Johnson Immigration Law of 1924 were to deal with the Japanese just coming into California rather than with those who were born here or had established permanent residence. Yet after the Immigration Law went into effect the problem of preventing undesirable Japanese from entering California became extinct.
