The purpose of this qualitative case study is to explain the dynamics of metropolitan policymaking in Las Vegas, Nevada. This study utilizes advocacy coalition framework to show how underlying beliefs among policy actors, and within the coalitions they form, impact decisions made at the level of the Nevada Legislature. As the newest metropolitan region to emerge among the top 30 metros in the United States, a case study exploring Las Vegas offers a unique contribution to existing literature in public policy and urban affairs. In the United States, there has been a consistent under-enrollment of Black American men who have enrolled and graduated from four-year colleges and universities. The result of this lack of educational attainment is problematic, as it can be seen in lower employment rates, higher under-employment rates, higher rates of incarceration, poorer health, and even a lower quality life. Institutional leaders and policymakers have struggled to find solutions for increasing the participation of Black American men with largely mixed results. In this research, I develop a methodology that I call Race-Grounded Phenomenology (RGP). The scope of this study investigates how Black undergraduate students navigate the discipline of political science. An eclectic array of critical theories of race unveil the ways in which Black undergraduate students exhibit flair and tenacity, or what I call Black Finesse. The eclectic array of critical theories of race utilized in this study include critical race theory, critical whiteness studies, and identity enactments.
