States founded, control, and fund public postsecondary institutions because higher education helps meet state goals. Public institutions of higher education provide considerable public benefits to states, but these benefits have not been systematically measured. As a result, public conversations about the broad value proposition of higher education do not center the public benefits produced by institutions. Using a framework of empirical and realized publicness, this exploratory sequential mixed-methods study used content analysis of state agency mission and vision statements to identify state goals for public higher education. Within institutions of higher education, shared governance is an essential component to a healthy functionality. Among the many stakeholders at these institutions, students are the largest in number and hold primacy. Participation in student governance establishes a sense of shared ownership over their communities while also providing a unique avenue for students to gain wisdom and develop critical skill sets. Senior administrators at these institutions have many inherent challenges due to an organization that is largely decentralized and autonomous (Duderstadt, 2007). Legislators’ Perceptions Of Public University Student Lobbying Efforts On Public Higher Education Legislation: A Case Study, James J. Krotz, Lisa M. Rubin

College students have a legitimate interest in many policy issues that affect their campuses, but are they effective in lobbying their state representatives for their interests? Elected members of the Kansas state legislature were surveyed to determine if student lobbyists were effective in influencing legislator’s decision-making on matters of public higher education policy in Kansas. Interest group theory was utilized as a lens to view results of legislator perceptions. Findings suggested that 70% of legislator participants never altered their view on an issue after meeting with a college student lobbyist. At the community college level, a debated policy is whether to keep the option for late registration. Most colleges define late registration as registration that occurs any time after the first day of the semester (O’Banion, 2012). Tertiary education is believed to be a driver of economic development through the relationship between human capital development and economic output. Global massification efforts of tertiary education have led to increased global demand. Countries with limited tertiary education systems, like developing countries, have employed policies to increase domestic tertiary education opportunities instead of sending students abroad. Many tertiary education policies have focused on importing tertiary education from countries with established tertiary education systems. The development of a strong and vibrant knowledge economy is linked directly to successful learning outcomes among university graduates. Building evidence-based insights on graduate outcomes plays a particularly important role in shaping planning and practice. To this end, this paper analyses some key findings from the Graduate Pathways Survey, the first national study in Australia of bachelor degree graduates' outcomes five years after course completion. It focuses on the outcomes of graduates from disadvantaged groups, people of particular significance in an expanding and increasingly important higher education system. They have become a barometer of global competition measuring the knowledge-producing and talent-catching capacity of higher education institutions.
