Tuition has greatly outpaced inflation during this period, while inflation-adjusted household income has remained relatively flat. For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). This practitioner paper chronicles my involvement of the grant writing proposal that was designed on behalf of a non-for-profit organization, the Association of Dalit Women’s Advancement of Nepal (ADWAN), in order to secure funding and donations for the reconstruction of the destroyed Sinjali Secondary School in Gorkha district, Taklung village, after a 2015 earthquake struck Nepal. The proposal was guided by and collaborated with Professor Jude Fernando of Clark University, as Professor Fernando was able to visit Taklung village and gather information about the needs in the educational sector damaged by the earthquake. It is often necessary for nonprofit organizations (NPOs) to formulate a Request for Proposal (RFP) to procure essential contracted services. This is most common when seeking the services of an external evaluator. Since most NPOs do not have internal evaluation staff, developing an appropriate RFP can be quite challenging. With limited literature and resources to guide NPOs on how to prepare RFPs, the process for procuring qualified evaluators can be even more daunting. Proponents of charters argue that charter schools are unfairly burdened because they do not have access to local property tax revenue.
