Differences Among Family And Professional Guardians: A Statewide Survey Of Characteristics, Training, And Practices Related To Decision-Making, Kristin Hamre, Derek Nord

Developmental Disabilities Network Journal

This cross-sectional study sought to examine the differences between family and professional guardians across personal and role characteristics, training received, and their inclusion of people they serve in decision making. A total of 237 subjects serving as guardian to adults in the state of Indiana completed an online survey. Results showed group differences across race, education, as well as diagnosis and age of those served. Overall, training was limited across both groups, and family guardians received significantly less training across several topics. Finally, family and professional guardians were found to significantly differ in their willingness to allow people they serve …

The disability population in the United States has grown, with an estimated 2.6 million households having at least one child with a disability in 2019 (Young, 2019). Racially minoritized children disproportionately represent disability categories with Black and Indigenous children being overdiagnosed with emotional disturbance disabilities (Oswald & Coutinho, 2001). Further, minoritized children often experience greater rates of complex trauma (Horowitz, Weine, & Jekel, 1995) and this exposure significantly impacts minoritized children’s mental health (Flannery, Wester, & Singer, 2004). Racism and ableism have doubly affected Black families of children with developmental disabilities in their interactions with disability systems of supports and services (e.g., early intervention, mental health, education, medical systems). On average, Black autistic children are diagnosed three years later and are up to three times more likely to be misdiagnosed than their non-Hispanic White peers. Qualitative research provides evidence that systemic oppression, often attributed to intersectionality, can cause circumstances where Black disabled youth are doubly marginalized by policy and practice that perpetuates inequality. Special Kids Connect (SKC) is a nonprofit organization serving children with disabilities and their families in Monterey County. This capstone project concentrated on the professionals working with children as part of SKC’s Early Start Intervention Program. The project’s objective was to discover local agencies' professional development training needs that serve Latinx families with disabled children between 2 to 8 years. Seventy-five child-care providers, early intervention service professionals, regional center staff, and school district personnel responded to the survey. Background: Experience in multidisciplinary collaboration among healthcare providers, leaders in public health, and educators is essential to effectively address the diverse needs of children with intellectual and developmental disabilities (I/DD) and their families.

Purpose: We describe three participatory action research (PAR) projects from an interdisciplinary training program, which used experiential learning to enhance leadership competencies and promote inclusive services. Trainees report their leadership growth as providers and advocates for children with I/DD using experiential learning through PAR.

This dissertation contributes to education equity scholarship produced by academics seeking to develop understandings of disability, Persons with Disabilities (PWD), and how both are situated amongst faculty in institutions of higher education. As such, this dissertation centers on a study of public US universities belonging to the Association of American Universities (AAU). This study looks for institutional level associations between respective rates by which college and university faculty with disabilities (FWD) are employed, certain aspects of disability policy drawn from each institution’s 2020 Affirmative Action Plans (AAP), and various other instances of empirical disability data (EDD).

Nearly 26% of American adults have a disability. The goal of vocational rehabilitation for individuals with disabilities is to participate in the labor market and improve their quality of life. Employment is an excellent community reintegration. The U.S. Department of Labor reported that in 2020, a total of 4.7 million veterans received a rating of the service-connected disability from the Department of Veterans Affairs (VA) or the U.S. Department of Defense. The unemployment rate for veterans with a disability is 6.2%, which is not a significant difference from the unemployment rate of 7.2% for veterans without a disability. According to …

The rate of unemployment for people with disabilities continues to rise greatly above that of people without disabilities. The issue seems to be exacerbated by employer biases and concerns which are not supported in the face of evidence. A lack of employer education on disability related subjects causes this misconception among both employers and the public as a whole. To resolve the underlying problem of miseducation, an increase in the self-identification of people with disabilities is necessary to provide researchers with data to assist in the formation of a revised curriculum.

Objective

Emerging adulthood can be a stressful life stage due to the many life choices available and is especially challenging for emerging adults with disabilities (EADs) who face additional barriers in accessing supports and information regarding adult opportunities. This qualitative study investigated the experiences of transitioning to adulthood, and the role of a person-directed facilitation service, for EADs and their families.

Methods

Fourteen participants were recruited through purposeful and convenience sampling. Data collection procedures consisted of background questionnaires and one-on-one semi-structured interviews which were then thematically analyzed. Supports and services for children with disabilities are not distributed equitably. There are disparities in access to and quality of services for children with disabilities from low-income and ethnic minority groups. There are likely many contributors to these disparities, but one factor may be barriers to access that require parents to advocate to obtain services for their children. This qualitative study explores advocacy experiences of parents of children with disabilities (n=40) who have a high level of education and/or professional achievement. This study assesses the Americans with Disabilities Act of 1990 (ADA) compliance at the University of Kentucky. Twenty buildings frequently used by undergraduates at the University of Kentucky were evaluated using the ADA Checklist for Existing Facilities focusing on Title III, Public Accommodations, and Priority Two, Access to Goods and Services. Data was collected over two weeks (July 20, 2017-August 3, 2017) and then evaluated using descriptive analysis. Data was analyzed looking across checklist items, buildings, checklist categories, and construction dates. Looking across checklist items, compliance ranged from 12-20 buildings out of 20 possible with 18.485 buildings as the average. …

For a variety of reasons, college students with disabilities encounter stressors beyond those of students who do not have disabilities. One of the more salient examples is that students with disabilities are required to disclose that they have a disability and to communicate with faculty and staff in order to receive academic accommodations, as afforded to them under sub-part E of Section 504 of the Education and Rehabilitation Act of 1974. Therefore, postsecondary institutions are required to make appropriate accommodations available to students with disabilities, but they are not required to proactively seek them out.

This study examines the perceptions of individuals with disabilities concerning employment opportunities as administrative leaders in public school contexts. A discussion of the Americans with Disabilities Act of 1990, as well as the definition of what is considered a legal disability, as provided in Section 504 of the Rehabilitation Act of 1973. Additionally, this piece explains Critical Disability Theory as a theoretical lens that provides perspective and highlights the methods used in the data collection process. It reports preliminary findings and concludes with a discussion of why this educational issue is of significance.

Governments must implement the UN CRPD. In practice, government prioritises policies relating to some rights more highly than others. This unequal implementation relates in part to constraints on government, including competing interests, multiple participants and incremental policy change. In the context of these constraints, can differential policy priorities address breaches of other disability rights? This paper tests this question in relation to support for people living in boarding houses in Queensland, focusing particularly on residents with intellectual disability. In this study, researchers found that veterans with college training were more likely to become employed when they also received job search assistance and job placement assistance, as well as that veterans without such training increased their probability of employment after receiving diagnoses and treatment of impairments, VR counseling, job placement assistance, rehabilitation technology, and other supports. In practice, the results of this study provide important information for rehabilitation counselors, vocational counselors, and other practitioners working with veterans with disabilities. The purpose of this study was to describe the current status of students with special needs in the instrumental musical ensemble and to examine the effect of selected educator and institutional variables on rates of inclusion. An online survey was designed by the researcher and distributed electronically to 600 practicing K-12 instrumental music educators in the states of Idaho, Mississippi, Nebraska, Nevada, New Mexico, and Rhode Island. Because resistance to homes for people with developmental disabilities situated in typical neighborhoods is still a problem, I seek a way to better assimilate people with "different abilities" into communities.
