The Lincy Institute has been at the forefront of research and analysis on higher education governance reform in Nevada. Following numerous statewide studies, The Lincy Institute has produced reports and policy briefs recommending significant structural changes to the State’s higher education landscape. To provide future generations of students with quality education and training in our 21st-century economy, researchers summarized findings and presented model legislation to improve the quality of education offered by Nevada’s eight institutions of higher learning. The Growing Need For Diverse Teachers In The Mountain West, Michael Hansen, Diana Quintero

Brookings Mountain West Publications

This policy brief examines the racial and ethnic diversity of the public teacher workforce in five Mountain West states, drawing on survey data from 1993 to 2016. We find increases in student diversity are generally outpacing teacher diversity in the region, though important differences in teacher-student parity and access to nonwhite teachers across states are also evident. In addition, we demonstrate the recruitment and retention of nonwhite teachers in these states lag considerably behind the rest of the U.S. This brief concludes with recommendations to help Mountain West states and districts promote greater racial and ethnic diversity among their teacher …

Teacher turnover is a serious challenge across early childhood settings. Turnover can be expensive for early childhood programs, burdensome to staff, and harmful to children throughout the nation. Nebraska is no exception. This research brief describes teacher turnover in the state’s early care and education settings, including licensed child care, state-funded PreK, and Kindergarten through Grade 3.

Below are some highlights of IMSA’s Diversity, Equity and Inclusion work, Academic Year 2017-2018:

• Created Equity and Excellence Policy based on a model of Inclusive Excellence that is now board approved.
• Developed Diverse Fellows program, to be piloted Academic Year 2018-2019.
• Created Diversifying STEM Equity Model.
• Implemented “I am not racist, am I” e-learning curriculum, film and discussion with all juniors, n = 20; 50 faculty/staff were trained to facilitate discussions.
• Conducted a train-the-trainer Safe Zone workshop for 27 faculty/staff, which led to the creation of 68 safe spaces.

In August 2018, The Lincy Institute1 retained Tripp Umbach2 to provide consultation to evaluate and identify best practices for medical school facilities and development models as the University of Nevada Las Vegas (UNLV) and the community embarks on the development of a home for the UNLV School of Medicine. To complete this assignment, Tripp Umbach completed a comprehensive process involving secondary data analysis and actively sought and received input from stakeholders including leadership at The Lincy Institute, UNLV School of Medicine, previous Tripp Umbach clients, leading design professionals with experience developing medical schools, and potential donors to the proposed project. …

Research shows that students who demonstrate low reading achievement in 3rd grade have trouble catching back up to grade level and being successful in school, compared to their peers who demonstrate early proficiency (Fiester 2010; Hernandez 2011; Juel 1988). This report seeks to investigate what happens to Arkansas public school students who demonstrate low achievement in reading in 3rd grade. Reading scores from three cohorts of students are followed from 3rd grade until high school, beginning with data from the 2008-09 school year and continuing through 2016-17. This brief examines long-term academic outcomes for students who demonstrate low reading achievement in third grade. Following three cohorts of students from third grade through early high school, we find that students who are behind in third grade are unlikely to ever read proficiently. Economically disadvantaged students, Black students, and male students demonstrate less improvement in reading achievement over time than other types of students.

Character skills, including conscientiousness, grit or self-control are important determinants of relevant life outcomes. However, researchers struggle to find valid measures of these skills and many existing datasets lack any measures of them at all. This limits research on how these important skills could be better supported and developed. Recent research has shown the potential of parametrizations of survey effort measures as proxy measures of character skills related to conscientiousness, to either complement other collected measures or to add to datasets that lack such measures. This paper presents the experiences from Nepal on how the findings from the National Assessment of Student Achievement (NASA) have been integrated into policy processes. The purpose of this brief paper is twofold: to give an overview of the process of the National Assessment of Student Achievement, and to describe how the results were disseminated to different stakeholders to incorporate the findings into the design of policy processes. In doing so, the case study highlights how the assessment findings have been used to design and implement policies and programs in education.

The increase in protracted refugee situations around the world complicates the provision of public services such as education. Accessing secondary school is key to individual and community empowerment for vulnerable refugees through providing higher education and employment opportunities. However, secondary school attainment is often severely lacking in refugee settlements. In Uganda, 58.2% of refugees are enrolled in primary school, while only 11.3% attend secondary school. Comparative analyses of district-run public schools and charter schools are limited to performance outcomes. There is a dearth of research on how the school-types vary on factors consequential to performance such as school climate. Public-private distinctions, such as in organizational autonomy, value orientations, funding structures, and management practices, could result in school climate dissimilarities between district-run public schools and charter schools.

In this article, the authors (a faculty member and two former students) describe the trajectory that Portland State University has taken over its history to institutionalize transformative learning opportunities within its comprehensive general education program, University Studies. Following a description of the institutional changes that resulted in the community-based, experientially focused courses at the heart of University Studies, the authors explore one particular community partnership involving both a state agency and the national Inside-Out Prison Exchange Program, dedicated to offering transformative experiences in which incarcerated and non-incarcerated students learn together inside correctional facilities. Past literature has established that individuals who have been incarcerated face difficulties reentering the work force following their release, while finding and keeping a job can significantly reduce recidivism amongst individuals with prior criminal convictions. In attempt to improve employment outcomes, many local and state governments in the United States have initiated "Ban the Box" regulations. These initiatives delay inquiries regarding criminal history on job applications. Versions of ban the box regulations covering public sector employment have been enacted in 31 states and more than 150 local governments. Guided by the question, "What are the implications of national educational evidence standards for school librarianship research?," prevailing U.S. evidence-driven educational policies are examined to identify implications for school librarianship research; promising methods to contribute to building this evidence base are explored; and finally, progress on a long-term research agenda designed to enable school librarianship researchers to contribute evidence to educational policy is reviewed. As promising methods are explored, an actionable agenda is proposed that school library researchers can undertake to participate in a causal research environment.

This report card presents information about these key performance indicators for the districts in Benton and Washington counties. The Growth, Achievement, School Quality, and Overall scores of each 15 traditional districts are compared to the average scores of the regional districts with similar enrollment 5 large districts and 10 small districts. The scores of the 5 public charter schools are compared to the average scores of all schools in the NWA area.

Education Report Card

There are many things that contribute to a ‘good’ school, but we believe student academic growth is perhaps the most meaningful measure of school performance or school effectiveness. Many Pulaski County schools had high growth at one or two school levels, and there is evidence of variation in growth rates between schools within the same districts. We recommend district and school leaders examine where their students are not demonstrating high growth, examine high growth schools to see what those schools are doing differently, and consider how they can further support learning for their students.

2018 Diversity Climate Survey, Illinois Mathematics And Science Academy

Diversity, Equity, and Inclusion: Resources

In April 2018, a survey regarding diversity and school climate was administered by the Multicultural Committee adapted from the National Climate Survey developed by the Gay, Lesbian and Straight Education Network (GLSEN). There were a total of 462 students that took the survey. Those students that had incomplete surveys (n = 16) or who marked all possible choices for sexual orientation (n = 5), race/ethnicity (n = 3), or reasons for being unsafe (n = 1) were excluded from the data analysis. Of the remaining 462 authentic responses, there were 181 Sophomores, 152 Juniors, 115 Seniors,and 14 that did not …
