This thesis fuses Chicane Latine Studies (CLS) and Public Policy methodologies to explore how student-centered organizations can incorporate Decolonial Feminism into their program evaluation pedagogy. In today’s society, the political economy, influenced by structural biases, gravely impacts marginalized communities by overlooking holistic wellbeing as a valid priority. Embodying Decolonial Feminism can help community organizations fight back against systemic inequities and redefine for themselves their existence. A starting point is adjusting how organizations conduct program evaluations. Using Chicana Latina Feminista (CLF) Pláticas, concepts from these pláticas culminated into a collaborative decolonial feminist program evaluation guide called "Entremezclando Sueños." Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. The Fresh Fruits and Vegetables Program is a federally funded program intended to increase public school students' fruit and vegetable consumption. The purpose of this mixed-method study was to evaluate the implementation of this program at a rural southwestern Title 1 elementary school to determine teacher perceptions of the program and whether the program met federal goals. Social ecological model and social cognitive theory grounded the investigation. The mixed method design included semi-structured interviews with 11 teachers accompanied by an anonymous web-based open response questionnaire and document reviews. Ineffective professional development is a longstanding problem in education. Locally, the school district in the study lacked a comprehensive system for evaluating their secondary level professional development programs. The purpose of this case study was to investigate the district's professional development program, specifically examining its perceived strengths and weaknesses. The conceptual framework of the study was systems theory and the adaptive schools reform model. The research questions examined the perceptions of various school personnel on their experiences with the current professional development program at the study district's high school. In 2014, the Federal Aviation Administration (FAA) highlighted to the U.S. Senate the need to focus on air traffic control (ATC) training to meet job qualification and attrition rates within the career field. One U.S. Department of Defense military service assists the FAA in providing worldwide ATC services. This service is referred to as the agency throughout this paper to ensure confidentiality. The agency's ATC career field manager echoed the FAA's call for action in his 2014 Strategic/Action Plan. In August 2013, the agency's ATC trainer program was published. As of December 2015, the program had not been evaluated. The …

KIPP Delta College Preparatory School (KIPP: DCPS), an open-enrollment charter school, opened in 2002 in Helena, Arkansas. Since its opening, KIPP: DCPS students have consistently outperformed their peers in the Helena/West Helena School district, and moreover, recent test scores suggest that white students and minority students are achieving at the same rate, essentially eliminating the achievement gap that persists between whites and minorities elsewhere in the state. In fact, KIPP's achievement record was so influential that when Arkansas lawmakers instituted a cap on the number of open-enrollment charter schools in the state, they made an exception for KIPP, essentially allowing …
