The Republic Act 10912, otherwise known as the Continuing Professional Development (CPD) Act of 2016, was passed into law to promote and upgrade the practice of healthcare professions in the Philippines. Since the establishment of the Association of Southeast Asian Nations (ASEAN) Economic Community (AEC), CPD has been considered an area of development through which Filipino professionals are trained to become globally competitive. Missing Pieces And Voices: Steps For Teachers To Engage In Science Of Reading Policy And Practice, Kathleen S. Howe, Teddy D. Roop

Michigan Reading Journal

The current wave of dyslexia legislation backed by the science of reading is the latest literacy policy added to a decades-long list. Teachers, whose voices were largely excluded, are key stakeholders in any literacy policy initiative and are well-suited to inform policymakers about the complexities of teaching readers who struggle, including those diagnosed with dyslexia. This article previews the implications of legislation that narrowly focuses on “science” and disregards unique individual reader profiles. This article encourages teachers to get involved with policy that impacts their practices and provides suggestions to ensure their voices are included in this and future initiatives.

Legislators’ Perceptions Of Public University Student Lobbying Efforts On Public Higher Education Legislation: A Case Study, James J. Krotz, Lisa M. Rubin

College students have a legitimate interest in many policy issues that affect their campuses, but are they effective in lobbying their state representatives for their interests? Elected members of the Kansas state legislature were surveyed to determine if student lobbyists were effective in influencing legislator’s decision-making on matters of public higher education policy in Kansas. Interest group theory was utilized as a lens to view results of legislator perceptions. Findings suggested that 70% of legislator participants never altered their view on an issue after meeting with a college student lobbyist. Remembering The 1918 Influenza Pandemic: Missouri Education Policy And Lessons For Covid-19, Phi Nguyen

Journal of Curriculum, Teaching, Learning and Leadership in Education

Amid the disruptions of COVID-19 are opportunities to reimagine schooling and education. Taking a historical perspective, this article analyzes education policy following an earlier pandemic, the influenza pandemic of 1918-19, to explore if and how educational change might be possible. Drawing on primary source analysis of Missouri education policy, I argue that influenza-related policy talk was practically non-existent, and the talk that was present mainly focused on how the flu disrupted, but not changed, school operations. This article discusses best practices learned from a corporate partnership between Bayer, 4-H county programs in Missouri, New Jersey, and Pennsylvania; and National 4-H Council. This corporate partnership has blossomed into a multi-level engagement that is offering unique opportunities for both Bayer and 4-H programs at the local and state level. Authors share lessons learned that can be utilized for colleagues to leverage mutually beneficial corporate partnership to expand their work in the community.

Leadership for Empowerment and Abuse Prevention (LEAP) is an abuse prevention intervention for people with intellectual disability. The purpose of this research was to evaluate the intervention’s efficacy. Findings indicated no significant differences in scenario identification questions depicting acceptable or concerning situations. However, statistically significant improvements were noted in participants’ depth of understanding, including their ability to correctly describe why a scenario was abusive or exploitative and what to do next when confronted with unhealthy situations. Limitations and implications for practice are discussed.

Background and Purpose: People with intellectual and developmental disabilities (IDD) often have health and wellness issues that are not as good as people without disabilities. States are required to monitor health and wellness for people with IDD who use many disability services. However, there are few ways to monitor wellness between states or at different points in time. In this study, we share a new model that states may use to monitor wellness of people with IDD.

College Students’ Knowledge Of And Openness To Students With Autism Spectrum Disorder, Louis W. Turchetta, Valerie Ryan

College students with autism spectrum disorder (ASD) face challenges due to limited understanding of this condition. This study investigates college students' awareness of and openness to peers with ASD using an educational intervention. Data were analyzed via a pre–post survey design with two groups.

Factorial analysis of variance showed no significant differences between groups. However, a Wilcoxon signed-rank test revealed significant differences in the treatment group’s ranks on the openness scale and knowledge scale between pre- and post-intervention surveys. Findings yielded small (openness) and large effect sizes (knowledge) as expected. Brief educational interventions in required courses can thus potentially enhance …

This study describes the implementation and findings of a pilot community conversations event in the state of Oregon to identify innovative solutions to under- and unemployment experienced by individuals with intellectual and developmental disabilities (IDD). The event was facilitated in partnership with the University of Oregon UCEDD, local Arc chapter, and other relevant community stakeholders. A total of 36 diverse individuals (e.g., school personnel, business owners, individuals with IDD, and caregivers of individuals with IDD) participated in a two-hour community conversations event about how to improve employment opportunities for those experiencing IDD. Federally-legislated Medicaid requirements for recipients with intellectual and/or developmental disabilities (IDD) to have a person-centered plan (PCP) do not specifically require that advanced care plans (ACP) be a component of the plan. However, coronavirus disease 2019 (COVID-19) has provided a salient reminder of the importance of incorporating ACP within the PCP for people who have IDD. As demonstrated by situations arising from COVID-19, emergencies and crises can dramatically alter access to care for people with IDD. Originally University Affiliated Facilities evolved into University Affiliated Programs on disabilities. Early expectations outlined by President Kennedy's Committee on Mental Retardation grew as funding for disability services and programs became available. Background: Passing the United States citizenship exam can be challenging for refugee populations for several reasons, including affordability of English classes, time restraints, medical stressors, and limited formal education. The purpose of this study was to examine factors that may influence a refugees’ ability to pass the citizenship exam, including English proficiency, education, employment, and completion of English as a Second Language (ESL) classes.

We investigate the mobility patterns of elementary students enrolled in Arizona’s traditional public school districts and charter schools. We address interdistrict and charter school mobility simultaneously. Most student movement is interdistrict or between school districts. In Arizona, interdistrict mobility has played a greater role in creating and sustaining the “educational market” than charter schools. There is also a substantial amount of student movement from charter schools to school districts. Regression analyses suggested that the relationship between demographic and achievement variables and the different types of student mobility differed across the two sectors. Systemic racism and redlining are synonymous with one another. This essay reviews the history of scholarly research and discussion regarding affordable housing and its impact on ethnic groups in the United States, especially Black African Americans. Affordable housing celebrated its 100th anniversary in 2017, yet much still needs to be done. Moreover, the U.S. Shipping Act of 1917 and Moving to Opportunity (MTO) Intervention Demonstration Program (1994–2009) are congruent to this essay.

Leaders were seeking strategic direction to build organizational capacity and sustainability for this new organization. This article explores American colonial education in Micronesia from the final months of World War Two to the late 1970s. The primary research question concerns American usage of education to pursue political and military goals, and how this affected multiple dimensions of Indigenous life. Although the dominant narrative at the time blamed Indigenous people for difficulties in implementing American education, the Western values permeating the American consciousness significantly inhibited the possibility of success as Americans defined it. This article explores best practices in student services for Student Service Members and Veterans (SSM/V) learners at a Midwestern state comprehensive university (SCU.) The Military Learner Academic Success Perception Survey (MLASPS) was administered to a small but targeted cohort population of SSM/V’s enrolled in a customized Associate of Applied Science (AAS) program through the institution’s new centralized student support center for SSM/V’s. The research team collected data related to the enrolled students’ perceived academic preparedness, student service needs, and academic motivation. Like many UCEDDs in the Developmental Disabilities (DD) network, the Center for Development and Disability at the University of New Mexico offers direct service programs in home and community settings. Before the start of the COVID-19 pandemic, services were delivered in-person to about 1,000 families across the state including clients with intellectual or developmental disabilities and/or from at-risk communities. In March 2020, due to the spread of COVID-19, a public health emergency was declared in New Mexico and home and community services were stopped throughout the state. The Family Navigator Program (FNP) is designed to help families navigate the complex system of services available to people with intellectual and developmental disabilities (I/DD), chronic health conditions, mental health issues, and other special health care needs. Based at the Mailman Center for Child Development at the University of Miami, the FNP is free and available to all families in South Florida.
