Supports and services for children with disabilities are not distributed equitably. There are disparities in access to and quality of services for children with disabilities from low-income and ethnic minority groups. There are likely many contributors to these disparities, but one factor may be barriers to access that require parents to advocate to obtain services for their children. This qualitative study explores advocacy experiences of parents of children with disabilities (n=40) who have a high level of education and/or professional achievement. Parental Assets: A Pathway To Positive Child Educational Outcomes, Michal Grinstein-Weiss, Yeong Hun Yeo, Kate Irish, Min Zhan

A growing body of evidence suggests parental assets have positive effects on children's well-being. Using 2004 data from the Survey of Income and Program Participation, this study tests the effect of parental asset holding on child educational outcomes, and explores whether parental involvement and expectations mediate this relationship. Results indicate that assets are a significant predictor of all child academic outcomes of our study; however, income is not a significant predictor for school outcomes when controlling for assets. The mediation analyses show the effect of assets on school outcomes is mediated by two of the three parenting measures: parental expectations …

Welfare reform had the unforeseen effect of causing large numbers of public assistance recipients to drop out of college, discouraging their pursuit and acquisition of postsecondary education (PSE) credentials. There is a growing body of research that shows the value of postsecondary education in getting public assistance recipients onto a path toward occupational and social mobility. The restrictions of Temporary Assistance to Needy Families PSE policy, coupled with the recognition that college participation should be an option for qualified welfare recipients, influenced the emergence of many successful state and county-level movements focused on reforming welfare reform PSE policy. Low-income people have less access to opportunities for post-secondary education, and the welfare reform in 1996 further limited access for welfare recipients. Since welfare reform, there has been an increasing interest in strategies meant to enhance the well-being of low-income people through education and the development of human capital. In this study, we examine how low-income people saved for post-secondary education in Individual Development Accounts (IDAs) in a nationwide demonstration. IDAs provide matches for savings used primarily for home purchase, microenterprise, and post-secondary education. Early Education Experiences & School-To-Work Program Participation, Richard K. Caputo

This study assesses the effects of Head Start participation and demonstrated academic ability during elementary school on School-to-Work (STW) program participation. The study sample comes from the National Longitudinal Survey of Youth, 1997 Cohort and comprises 4,370 adolescents who reported grades they received while in the 8th grade and whether or not they ever repeated a grade in grammar school. Findings indicate that STW programs attract disproportionate numbers of students with histories of marginal demonstrated academic ability. This is so because STW programs are also more likely to attract Head Starters. Demonstrated academic ability varies by race/ethnicity and sex, with …
