This study explored the components of Maryland's newly-implemented teacher evaluation framework and compared state requirements with evaluations to three local school systems' evaluation procedures. The study sought to investigate the relationship between three evaluation protocols in comparison to the state requirements.;Three local school districts were selected based on their student population served and the availability of their evaluation documents. Howard County Public Schools, Anne Arundel County Public Schools, and Montgomery County Public Schools were selected. State evaluation documents were also included in the study, coming from the Maryland State Department of Education. Evaluation documents underwent a qualitative data analysis using …

The Servicemen's Readjustment Act of 1944 (Public Law 78-346), generally referred to as the GI Bill, provided any veteran, who had served for at least 90 days from the time period of September 1940 to July 1947, paid full-time education. The original Act also called for the creation of a central agency dedicated to the administration of all veterans' benefits, which ultimately became the Veterans' Administration (VA). The GI Bill has been revamped five more times since its initial inception, with the most recent iteration, the Post-9/11 Veterans Educational Assistance Act of 2008, being hailed to be potentially as powerful …

The aim of this study was to determine the organizational characteristics and behaviors that contribute to sustaining a culture of academic optimism as a mechanism of student achievement. While there is a developing research base identifying both the individual elements of academic optimism as well as the academic optimism construct itself as contributors to student achievement, little information exists to assist school leaders in identifying specific organizational practices that sustain collective teacher efficacy, academic emphasis, and trust in students and families. The following questions guided the inquiry: How do students who are emancipating from foster care describe their transition to enrollment at one of the Virginia Community Colleges? The purpose of this policy analysis was to examine the responses of selected states to the special education monitoring requirements of the Individuals with Disabilities Education Act of 2004 (IDEA) with particular attention paid to the years after this most recent reauthorization. As school districts negotiate accountability requirements imposed by federal and state policies regarding exit outcomes for students with disabilities, one strategic response has been to provide students with mild disabilities such as SLD, ED, and Gil with alternative routes to graduation (Goertz & Duffy, 2003; Guy, Shin & Lee, 1999; Johnson & Thurlow, 2003; Johnson, Thurlow, & Stout, 2007; Pankaskie & Webb, 1999). This research was designed with the primary purpose of identifying the dimensions of principal support perceived by public high school teachers in Virginia and identifying the relationship between principal support and organizational citizenship behaviors. In addition, this study also examined the relationship between principal support and student achievement; organizational citizenship and student achievement, as well as the interaction of Principal Support, Organizational Citizenship Behaviors and Student Achievement when controlling for SES. Military involvement in Operations Iraqi Freedom, New Dawn and Enduring Freed 3131 brings a focus on military families to the forefront of public and governmental attention. The military family represents a distinct cultural context, as each family is immersed in "the prevailing values, norms, philosophies, customs and traditions of the armed forces" (Collins, 2000, p. 213, i.e., military culture). This study compared the teaching practices and efficacy beliefs of traditional middle school teachers and International Baccalaureate Middle Years Programme (IBMYP) teachers in an urban school district using the framework of Stronge's Model of Effective Teaching (2007), Stronge and Tucker's (2003) Teacher Effectiveness Behavior Scale, and Tschannen-Moran & Hoy's (2001) Teacher's Sense of Efficacy Scale. This dissertation is an analysis of the professionalization tactics of white, native-born, Protestant, middle-class women who served with the U.S. armed forces as dietitians during World War I. Through the overlapping rubrics of maternalism, citizenship, and professionalism, I examine the ways in which dominant race, class, and gender ideologies inflected their quest for professionalization. I specifically examine the way hospital dietitians infused their expertise with rhetoric of race betterment and national security to acquire distinct status and authority in relation to other female medical/health practitioners. An exploratory case study of the Virginia Business Higher Education Council (VBHEC), a higher education lobbying group of business and education interests, was conducted to gain greater insight to state-level higher education interest group formation. A qualitative method was utilized and interviews with founding members of the VBHEC were carried out to understand why participants felt the need to organize such a group at that particular time as well as why members joined the group and continued their participation. This study examined the relationship between a college and its local government organizations in a community that engaged in property tax or voluntary contribution deliberations with nonprofit organizations to determine the extent to which these interactions altered the preceding town-gown relationship. Using a collective case study methodology, this policy-oriented research examined how Virginia's state Policy on transfer has been implemented at selected public colleges and universities. A conceptual framework of policy definitions was used to examine how the policy is understood in various contexts and what the policy's effects have been at the campus level.;Based on quantitative transfer data, five community colleges and four state universities were selected for study. The cases captured a wide range of transfer activity and college characteristics with the expectation that different understandings of the policy would produce different effects. Educators increasingly find themselves having to rely on laws for protection from threats or attacks, and educator assault laws reflect the diverse and unique needs of the individual states. This study sought to determine if the state legislatures in each of the 50 states have created legislation punishing educator assault and to compare, contrast, and analyze any existing statutes by using content analysis methodology. Currently, 37 states possess educator assault legislation. Specific features within each law were examined: its protected recipient, the prohibited action, identification of the aggressor, any limiting or qualifying statements, and the stated penalties. The purpose of this study was to examine state legislation and policy related to comprehensive, integrated services for students with serious emotional disturbance. Legislation and policy documents from nine states, Virginia (the pilot study), Indiana, Maryland, New Jersey, North Dakota, Oklahoma, Utah, Vermont, and Wisconsin, were examined. These documents were compared to a set of components extracted from the literature as recommended practice. The document analysis was confirmed through telephone interviews with state-level policymakers in each state's department of education, department of mental health, and/or department of children's services. The purpose of this study is to analyze the income and expenditure patterns at three Liberal Arts I colleges in the Midwest from 1979-89. It combines from hard data from HEGIS/IPEDS financial reports and interviews with campus administrators to examine the effects the 1980s had on the institutions and makes a judgment about the financial condition of each college as they entered the 1990s. The study also examines state, local, and federal policies and presents the administrators' policy views about solutions to help ensure a financially strong sector of liberal arts colleges. The purpose of this study was to examine the merger of the school systems of the City of South Norfolk and Norfolk County in the State of Virginia. The merger of these two geographical entitites was consummated on January 1, 1963. Norfolk County was formed in 1636 by the Virginia General Assembly. The cities of Norfolk, Portsmouth, and South Norfolk were carved from this county. A series of annexations by these cities between 1940 and 1960 cost Norfolk County thirty-three square miles of territory, 110,000 residents, and {dollar}1,881,000 in revenue.;In order to protect its viability, Norfolk County voted to merge …
