The disability population in the United States has grown, with an estimated 2.6 million households having at least one child with a disability in 2019 (Young, 2019). Racially minoritized children disproportionately represent disability categories with Black and Indigenous children being overdiagnosed with emotional disturbance disabilities (Oswald & Coutinho, 2001). Further, minoritized children often experience greater rates of complex trauma (Horowitz, Weine, & Jekel, 1995) and this exposure significantly impacts minoritized children’s mental health (Flannery, Wester, & Singer, 2004). Special Kids Connect (SKC) is a nonprofit organization serving children with disabilities and their families in Monterey County. This capstone project concentrated on the professionals working with children as part of SKC’s Early Start Intervention Program. The project’s objective was to discover local agencies' professional development training needs that serve Latinx families with disabled children between 2 to 8 years. Seventy-five child-care providers, early intervention service professionals, regional center staff, and school district personnel responded to the survey. In a Midwest state, child care teachers who enter the workforce with only a high school diploma or GED credential are not required to complete child development training before being placed in a classroom. Child care teachers need foundational knowledge to provide quality care and education to young children. Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). We also detect sizable gains in monthly earnings largely driven by women who start self-employment …

A new Connecticut pilot program for low-income families has attempted to actively engage parents in the planning and decision process to provide a holistic approach to comprehensive workforce services. This study analyzes perceptions of parental engagement gathered from interviews with policymakers, professionals and parents. Results show that in this program policymakers, professionals, and parents agree that parental engagement was a deliberate action to incorporate parent voice and create parent leaders for long-term success of the program. Policymakers and professionals disagreed on the level of leadership and amount of training necessary for successful parental engagement. This phenomenological study examined the lived leader development experience of Post 9/11 Army veterans while serving in the armed forces. At least $10-$15 billion is spent annually on leadership development in the United States and human resource executives claim developing leaders is their number one priority over the next five years. Simultaneously, companies actively hiring veterans claim the former service member's leadership abilities are their most desired quality. Inspection of the Army’s leader development program offers an opportunity for employers to integrate revised approaches in their own leadership development initiatives.

In California classrooms, general education teachers have experienced stress due to an increasing number of students with emotional and behavioral disorders (EBD). This study used a hermeneutical phenomenological inquiry approach to explore teachers' perspectives of their pre-service professional development (PD), in-service PD, and classroom experiences with students who have externalizing EBD. The theoretical framework centered on social constructivism. Research questions addressed the teachers' perceptions of their pre-service and in-service PD on students with EBD and their experiences with students' externalizing behaviors. This paper investigates the possible complementary effects that training in empathy and nonverbal communication may have on persuasion capabilities. The narrative considers implications from the literature and describes an exploratory study in which students, in a managerial setting, were trained in empathy and nonverbal communication. Subsequent evaluations of these students by faculty evaluators and the students themselves provide preliminary evidence that training in empathy, on the one hand, and nonverbal communication on the other can be effective, but concurrent training in both of these is superior to concentration in only one. This study seeks to establish that policy in vocational education has oscillated between two poles. At one, vocational education is seen largely as an adjunct to economic development and the primary concern of the sector is to meet the needs of industry rather than of students. At the other, vocational education is seen as primarily student centred, encompassing goals of individual self-development and the creation of a more equitable society. In practice both these perspectives are present at any time, and both may be almost equally emphasised in VET policy and rhetoric.
