Victimizing Cap-And-Trade: How Policy Narratives Influence Policy Realities, Alyssa Rehwald

When a cap-and-trade bill was introduced to the Washington legislature in 2009, it was met with staunch opposition from a coalition of businesses and industry leaders. In the end, the opposing side won when cap-and-trade legislation was removed from the bill. My goal was to better understand if there were differences in how the Pro and Con Coalitions presented policy narratives, and how they may have influenced the policy outcome. Using the Narrative Policy Framework, I analyzed public testimony produced by both coalitions and examined the use of narrative elements, narrative strategies, and policy beliefs between and within the coalitions. …

Since 2007, Boston has made tremendous strides in shedding its designation by Bicycling Magazine as one of the “Worst Biking Cities” (Zezima, 2009, p. A12) by designating over 92 miles of bike lanes throughout the city and introducing bicycle initiatives like Boston Bikes, the Hubway bicycle sharing program. These efforts have resulted in a dramatic rise in the number of cyclists in Greater Boston and a decrease in accidents involving bicycles ((Pedroso, Angriman, Bellows & Taylor, 2016). This brief examines teacher salaries in Arkansas. Using data publicly available from the Arkansas Department of Education, we examine how teacher salaries compare to the nation and surrounding states. Further analyses examine differences in teacher salary within and between the regions of Arkansas. We identify the district factors most related to and make recommendations for utilizing this information.

School funding has been an area of contention in the courts of nearly every state. Many of these court cases have challenged the constitutionality of state funding formulas, arguing the funding system was inadequate or inequitable because poor urban or rural districts often faced a disadvantage in garnering tax dollars for education. Specific to Arkansas, in the 1983 decision Dupree v. Alma School District, the Arkansas Supreme Court declared the state’s funding system was not meeting its constitutional requirements.

Introduction

The research purpose of this collaborative study is to develop a psychometrically sound measure of youth leadership and examine its relationship to community outcomes such as retention, civic engagement, entrepreneurial activity and community attachment. This program, entitled the Rural Civic Action Program (RCAP), is designed to engage undergraduate “fellows” with rural middle or high schools to facilitate a service learning project intended to address locally identified needs.

A Narrative Policy Analysis Of The Responses To Tennessee Promise And Plans For Transfer Receptivity By Six Tennessee Public Universities' Presidents And Provosts, Lori Elliott Buchanan

The Tennessee Promise scholarship and mentoring program broadened access and affordability to postsecondary education in Tennessee. This policy innovation increased the number of students seeking to engage in postsecondary education. It also shifted some of the state’s students to the more affordable community colleges and colleges of applied technology for their first two years of college. Equally important, Tennessee Promise incentivized the presidents and provosts of the six public universities under review to expand existing transfer receptivity efforts as their universities prepared to receive and support Tennessee Promise community college student transfers.

To develop adaptive and innovative professionals that can maintain focus on readiness in the near and far terms, the Army institutionalized learning by establishing Army University (ArmyU). The engine of this institutionalized learning is the Center for Teaching and Learning Excellence (CTLE). Modeled after similar centers of learning from civilian institutions of higher education, ArmyU’s CTLE facilitates learning in the Army in three ways. First, by “professionalizing” the core curriculum of its “profession.” Second, by developing a cadre of faculty through programs that go beyond the rhetoric of the label “world-class.” Lastly, CTLE facilitates an internal learning network with Centers …

Like many southern states, South Carolina has a history permeated by issues related to race, equity, and educational opportunity. As early as the 1949 South Carolina court case, Briggs v. Elliott, South Carolina has had to address issues of equity and educational opportunity among its disenfranchised and marginalized citizenry. Thus, when Marx argued that it was high time philosophy “change the world,” his was a revolutionary challenge. Today, philosophy is an analytic affair and analytic philosophers seek less to explain the world than to squirrel out arguments or, more descriptively, to resolve the minutiae of this or that name problem. A university professor and high school ESL teacher, both based in Lincoln Nebraska, each write two short essays that detail implications of the Trump administration immigration policies for students, teachers, schools, and communities. The first two dispatches come from the transition period (after Trump won but while Obama still presided) while the latter two come from the 50-day mark of the Trump presidency. Juxtaposing voices contrasts overarching impact with the local; juxtaposing chronologies allows comparison of political promises and threats to early actions and reactions.

Buffet Early Childhood Institute Reports and Publications

Building on research demonstrating the importance of teachers' well-being, this study examined personal and contextual factors related to early childhood educators' (n =1640) depressive symptoms across licensed child care homes, centers, and schools. Aspects of teachers' beliefs, economic status, and work-related stress were explored, and components of each emerged as significant in an OLS regression. After controlling for demographics and setting, teachers with more adult-centered beliefs, lower wages, multiple jobs, no health insurance, more workplace demands, and fewer work-related resources, had more depressive symptoms. Adult-centered beliefs were more closely associated with depression for teachers working in home-based settings compared …

Although the South African National Department of Health (NDOH) is spending increasing amounts of money on improving their HIV programs (including the rollout of new, scented condoms for their condom distribution program), the rates of condom use at last sexual encounter are declining. This inquiry focused on young women in the neighborhood of Masxha, Cato Manor, and their opinions surrounding how condoms are being used or misused, as well as the gender norms that perpetrate this (mis)use. Social science, more than ever, is drawing upon the insights of personality psychology. Though researchers now know that noncognitive skills and personality traits, such as conscientiousness, grit, self-control, or a growth mindset could be important for life outcomes, they struggle to find reliable measures of these skills. Self-reports are often used for analysis, but these measures have been found to be affected by important biases. We study the validity of innovative, more robust measures of noncognitive skills based on performance tasks. My project explores the history of the Polish-American community of Worcester, Massachusetts centered on the parish of Our Lady of Czestochowa and how its members responded to the forces of Americanization. Like many ethnic groups new to America, Polish-Americans and Polish immigrants in the twentieth century had to adapt in a world that demanded conformity in exchange for social mobility and departure from tradition and community. Diversity, Equity, and Inclusion: Resources

In February 2017, a survey regarding diversity and school climate was administered by the Diversity Committee based off of the National Climate Survey developed by the Gay, Lesbian and Straight Education Network (GLSEN). There were a total of 577 students that took the survey. Those students who had incomplete surveys (n = 20) or who marked all possible choices for sexual orientation (n = 3) were excluded from the data analysis, and the remaining 554 respondents were considered “authentic.”Of the 554 authentic respondents, 203 were sophomores, 169 were juniors, 176 were seniors, and six did not indicate their grade level. …
