Title I of ESEA was and continues to be the largest single funding source to support our nation’s most struggling students (Davis, 1999). The purpose of this study was to draw on policy and language analysis perspectives to examine changes in ESEA, specifically in Title I Part A, through its reauthorizations as the No Child Left Behind Act (NCLB) and the Every Student Succeeds Act (ESSA). A language analysis of the texts of these acts found changes in key specific language between each reauthorization, affecting the intent and scope of the original ESEA (1965) legislation. Catholic educational historians note that although preserving Catholic identity has been a constant in the mission of Catholic schools, their curriculum and instructional practices evolved in ways that were similar to public schools, thus enabling Catholic parents to select schools that were both faith based and modern. Since there is an absence of information about when and how this change in Catholic education began, this article documents its origin in the 1940s when Catholic educators joined a public school reform movement called Life Adjustment Education. "I argue that much of the current education reform movement [uses] reductive notions of data to create the appearance of growth as opposed to authentic and sustainable growth in pedagogical practice and outcomes.

Data tell a story. How we select, manage, organize, and report those data influences the story in two ways: (1) it reveals our values and priorities and (2) it has the power to shape, highlight, and/or obscure the knowledge it purports to share. Software and information systems play a central role here as the logic they rely on to structure and use data saturates educational practice (Lynch)."
