This qualitative ethnographic research investigated the fundamental unsubstantiated relationship related to parental involvement, community support, and school administrative substructure amid two inner-city Title-I high school band programs. This qualitative research embraced an ethnographic process managed by anthropology and sociology approached framework geared to study cultural responses over some time based on similar analytical cultural statistics. This study depicts the socioeconomic domain of a high school band community, highlighting key factors that add to the success and decline of the inner-city and Title-I high school band programs. Some still view arts education as a non-essential extracurricular activity despite its benefits. Even though the Every Student Succeeds Act acknowledges arts education is a healthy and well-rounded subject, local, district, and state administrators still control budget allocation and cuts, which generally affect arts education. There has also been a decline or lack of interest in traditional learning methods in the arts and core subjects. Research has not yet found a correlation between community engagement and social-emotional learning (SEL) in a manner that benefits the recruitment and retention of suburban middle school band students. Teachers who create community engagement initiatives can boost the number of student recruits as the program becomes more widely recognized as a valuable asset of the school. This explanatory sequential mixed methods design study examined strategies regarding community engagement and SEL for recruiting and retaining middle school instrumental music education students. The harmonica was once taught in American public schools coast to coast from the 1920s through the 1940s when imports of harmonicas were curtailed due to World War II's efforts. Since then, American public-school instrumental music curricula have long forgotten the only wind instrument that makes music when the student inhales or exhales. The harmonica provides a natural calming effect to the player and medical benefits, including being a tool for overcoming mental health issues and expressing needs and feelings without words.
