To gain that experience, I reached out to the president of Mount Carmel East (MCE) hospital for a practicum opportunity under her staff. I worked with the executive team and other senior leadership team at MCE during my practicum. This mixed-methods study explored a problem within dropout research which often fails to link characteristics of student subgroups with effective dropout interventions. Considering the characteristics identified in the literature of at-risk learners, the conceptual framework for this study combined the theory of self-efficacy and leadership with emphasis on servant leadership. The purpose of the study was to evaluate dropout intervention and prevention programs in two high schools by examining intervention and leadership practices for students at risk of dropping out of high school. I examined the leadership history of Roane State Community College, a two-year institution of higher learning serving a nine-county service area mostly in rural East Tennessee as perceived by individuals who have served as the college’s presidents. In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. A provision of this state law required that half of teacher and principal evaluations be based upon student achievement, which included a component of required continuous academic growth. The failure of educators to meet the needs of elementary students who require separated, differentiated, and intensive reading interventions (Tier 3) has been attributed to the scarcity of administrative resources and a lack of effective collaboration between reading specialists and classroom teachers.
