Summer vacation is an opportunity for students to relax from the academic demands of school. Unfortunately, during the summer break, student literacy skills decline, and growth is limited. This decline is especially significant for high-poverty students within urban public school districts. High-poverty students lose, on average, 3 months of academic learning over the summer months while other students gain or stay the same (Stein, 2016). Participating in an intensive reading program and engaging in academic experiences similar to those of their advantaged peers minimize summer reading loss (Schacter, 2003). Buk bilong Pikinini (BbP) provides access to early childhood education and care (ECEC) programs with a specific focus on English language literacy for children from vulnerable communities in Papua New Guinea. This is highly relevant, given the fact that there is likely an over-representation of illiteracy in disadvantaged households and few opportunities for children within those households to be ready for a school system with English as the language of instruction. This dissertation was designed to provide a comprehensive evaluation of the Teacher’s College Reading and Writing Project (TCRWP) and its impact on the reading achievement of economically disadvantaged students. TCRWP was implemented at two high poverty schools (over 80% economically disadvantaged students) in southeastern North Carolina. Stufflebeam’s (2003) revised CIPP evaluation model was used to evaluate the program along with a convergent mixed-methods design. The data analysis revealed that TCRWP as well as the schools’ strategic plans were aligned to the schools’ assessed needs. Additionally, the analysis showed that implementation of TCRWP aligned to the schools’ initial implementation designs. The …

The purpose of this study was to determine the impact the integration of critical thinking through Write from the Beginning and Beyond: Response to Literature had on planning, instruction, and assessment. Based on the school’s end-of-grade reading tests scores, educators determined students struggled in reading and designed an action plan using a logic model. The teachers at the intermediate school in the piedmont of North Carolina were previously trained to use the program and determined the program was being implemented as intended. The acquisition of reading skills is a key component to a student’s academic progress and success in life. Effectively implemented early intervention programs have been shown to improve reading performance of struggling readers. The purpose of this study was to conduct a CIPP program evaluation of the implementation of a Response to Intervention (RTI) Program in a rural school district. The focus of this study was an RTI program in its second year of full implementation in kindergarten and first grade in 15 elementary schools. The purpose of this program evaluation was to evaluate the Direct Instruction programs, Reading Mastery and Corrective Reading, from SRA McGraw-Hill Publishing Company, which were being used as a school-wide reading intervention. These programs were implemented at a small elementary school in the piedmont area of North Carolina beginning in the 2012–2013 school year. This elementary school had not been able to meet state-mandated reading proficiency requirements for more than 10 years and hoped the Direct Instruction reading program intervention would improve student reading proficiency scores as evidenced by end-of-grade test scores in reading and Diagnostic Reading Assessments.
