Community college completion has been proven to be a ticket to a middle-class life. Moreover, we know that poverty causes educational barriers, including community college completion. Community colleges across the nation are identifying significant equity gaps between students from poor versus middle-class or affluent households. One solution to close equity gaps and increase student success rates for students experiencing poverty is to educate college faculty through professional development. It is important that young children from low-income families and who are also categorized as being from a low socioeconomic status, acquire the early literacy skills that support their development. These skills should enable them to transfer their learning as they progress through succeeding grades. Research indicates that young children will be more successful at reading if they have access to quality learning materials and enriching literacy programs. It is important to support teachers to adapt and apply effective literacy instruction strategies. Teachers may receive support from many sources, such as pre-service developers, principals, supervisors, literacy coaches, parents, colleagues and peer teachers. Perhaps most importantly, the teaching of literacy requires the support of the principal, literacy coach, and others who can collaborate with the classroom teacher to implement effective literacy instruction and strategies (Vallejo & Wren, 2009; Cole, 2008). This dissertation provides additional background to the limited research regarding the effectiveness of the use of state categorical money on literacy achievement measured by the Arkansas Literacy Benchmark Exam for a cohort of third through sixth grade students and a cohort of fifth through eighth grade students in Arkansas school districts. Using a non-experimental design, the researcher tested two hypotheses using a mixed factorial analysis of variance (ANOVA). The independent variables for the two hypotheses were change over time with two levels measured in school years (2008 versus 2009 versus 2010 versus 2011) and the two NSLA funding levels. The …
