Global competence is a term used to describe the proficiencies an individual can gain from experienced-based learning opportunities, like study away. This form of experiential learning has proven to have many benefits for students in secondary and higher education. Based on mission and programmatic steering, International Baccalaureate (IB) seeks to ‘create a better world’ via progressive educational curricula aimed at fostering ‘international mindedness.’ Across its fifty-plus year history, IB’s enduring progressive visions confront the pragmatic demands of viability and sustainability. Evident is the ‘malleability’ of IB, which allows for the distinctive uses of IB across the many diverse sites of its adoption; also evident is a set of dynamic tensions produced as the progressive visions entangle with instrumental realities. IB is emblematic of the growing prominence of international education, and the transnationalizing of schooling, under wider globalization processes.

The purpose of this project was to explore how the integration of technology affects students’ communicative and cultural proficiency in a second language when connecting two world language classrooms from across the globe. Through a series of weekly emails between partner schools, students practiced their interpretive reading and presentational writing skills while gaining knowledge of their partners’ cultures and colloquial language in a meaningful and individualized manner. This interview-based, narrative inquiry study focuses on the experience of ten Chinese nationals now studying at a US high school and expands work done in comparative pedagogy by offering thick descriptions of the school experience in two cultures. This paper seeks to investigate the current shift from the non-intervention norm towards the “Responsibility to Protect,” commonly abbreviated as “RtoP,” which actually mandates intervention in cases of humanitarian intervention disasters. I will look at the May 2011 application of the R2P doctrine to the humanitarian crisis in Libya and assess whether it was a success or a failure.
