Social theorists in earlier periods have looked at credentialing from the perspective of its service to the economic or social system as opposed to its “protection of the public interest.” Adam Smith regarded the long education and the performance tests that the guilds required as monopolistic constraints on production; Karl Marx saw the same guild system as controlled by the propertied classes and uselessly exclusionary; and Emile Durkheim, unlike both Smith and Marx, regarded the occupational group with its entrance requirements as central to the stability of modern society. This paper is intended to present a triangular cultural comparison of American, Japanese, and Mexican societies. It is written primarily for Americans who plan to live for extended periods of time in either Japan or Mexico, and is written from an American cultural point of view. Included are descriptions of my cross-cultural experiences in the three countries. Problem. Manpower Planning is a part of the administrative process of an organization. The Inter-American Division of Seventh-day Adventists operates a program in higher education through eight institutions which serves the countries of the Division. This educational program is not equipped with a planning process that will provide the professional manpower for these institutions as they grow and expand their current offering of programs. Therefore, the purpose of this study was to describe the availability of the professional manpower at these institutions and suggest a manpower planning process to be incorporated in the administrative function of these institutions.
