Chinese principals play a significant role in recontextualizing the U.S. principals’ practices in leading their school reform and student outcomes in Chinese social, cultural, and educational contexts. The purpose of this basic qualitative study is twofold: (1) to describe and interpret how Chinese principals make meaning of their experiences as active democratic leaders and (2) to identify the challenges they are going through in creating an educational environment based on the creative use of U.S. research and theory supporting best practices for principals. Adopting a critical approach to policy analysis, this qualitative comparative case study uses Actor Network Theory (ANT) to explore the transfer of the global discourse on leadership standards to China, the adaptations of the discourse as observed in the Professional Standards for Compulsory Schools Principals (PSfP) (MoE of the PRC, 2013), and the enactment of the PSfP in schools. While most studies researching the PSfP are limited to related background in China, this dissertation situates the policy in the global convergence of leadership standards, and highlights the nature of policy transfer, which is multi-directional and political. The purpose of this mixed-methods study was to investigate teachers’ and administrators’ perceptions of the characteristics of effective leadership for K-12 international schools. The data produced three themes; these include emotional intelligence, the ability to establish school culture, and administrative mindset. The literature review focused on the survey data points of humor, cultural intelligence, and vision embedded within these themes. The research findings are intended to advance the knowledge of leadership for K-12 international schools.
